Any person owning or operating any nursery, fruit orchard, hop yard, flower garden or ornamental trees iuficted with any kind of insect pests or disease, to spray or destroy the same In such a manner as the 'rait inspector may direct. It shall be unlawful for any per son to sell Paris green, arsenic, London pnrple, sulphur or auy spray material iu quantities exceeding one pound without providing with each package sold a certificate, signed by tho seller guaranteeing the quality and per cent oi purity of such materials. Auy person who sell or imports any infected or diseased fruit of auy kind or packs or delivers for ship ment to any point in the stat) or without the state, is guilty of a mis demeanor, and upon convlotlon shall be punished by a flue of not less than nor more than $100. All trees, plants, cuttings, grafts, buds or scions imported into the state shall be inspected upon arrival and if found infested with any injurious Insects or disease which cannot be destroyed by the remedies required in rules 7 aud 8 of the horticultural regulations, shall be proceeded against as a nuisance.
