The new measure imiHiava an incorjioriit ion fee and a yearly tax ill proHrtlon to the amount for which the pro)ierty is capitalized. It ia clu lined that this tax will be prohibitory in many case, juirticularly thoau where tlio corira tiou is formed for tlio purioae of de veloping a proerty. The good roada question ia one which should not bo allowed to lapse into a dim remembrance aa dry weather approaches. In a few weeka the roads will bo hard and aiuooth and the rivera and scan of mud which marked their course during the winter nxitit I ix ia very likely to become an indistinct memory until the ruins come again next fall. Then It will hu too late to attempt to du more than cobble them up no that a team can worry througli them. Tlio ground in thia county ix favorable for good roads if they were properly built mid maintained but it ia evident that aa a lmoplu we do not know how to maku roadx ami w uecd to be ahowu. There ia nothing iu the world which would develop tin country iaaler than a ayHtem of good roads. The fuel lily of traiixMirtatlou tlio widening of the markets, tin IcHxeliiug of ixolation and the general liveliuexa of trade which would ensue would bring the country forward in a manner which would I a tuirprixi to the natives. The mining iuduKtriea anil jutrticu larly the quartz mining enterprises, are moro proxiicroun this apriug Hum they have ever been licfore and, in deed, each succeeding year xvex the industry placed tiMti a more aolid, substantial and -permanent basis. COBEL - HENSON PLACER Prosperous Mine &nd Ranch on Romantic Silver Creek. Co!! & lleuwin, the Silve r creek minora, have been ojN-ratiiiR this win ter to giMs-l advantage. Tin- recent period of dry weather shortened their water supply for n time, hut the ruins of liwtt week xtartcd the flow xo that water ia again plentiful. This linn owns a number of valuable claims ;ilong the creek, just above the head of tho big Silver creek basin. The l-d of 'he creek was worked many years ago and paid richly iu coarse gold. The present operations are confined mainly to the creek bars of which there are many, of varying height from the present channel. l'ols-1 & lien son have a good hydrau lic equipment of the smaller pattern and have their mine neat ly and con velently fitted up. These creek liars are seldom very wide, so that the gravel docs not need to be moved any great distance and this eirciim stanoff, with the loose character of the gravel, makes' it possible to iiriniii plish a good deal of work w ith a very modest equipment. They make n good run every season and always secure some handsome nuggets. Sil ver crook is noted for its heavy gold and lias produced a numls-r of pieces of over 1100 in value. The gold is the purest quality of "channel gold," carrying little or no quartz or base matter and commands the top price in the markets. ltexldes their placer mine, Cohel Il.'iiaon have develns'd one of the neatest little home ranches to lie found iu Southern Oregon. Their home is built on a little flat, high nlsive the creek nail here they have fenced ill a small piece of ground which they ir rigate from a spring. The ground is amazingly fertile awl all kinds of v getabh s and fruits thrive und pro duce abundantly. Last year they raised straw IsTries enough to last Ihim the whole year. They raise their own jxilatocs and other vegeta hh s, which amounts to no inconsid erable saving in the ojs-ratiiig ex- N iises in a place where all supplies must lie brought in over I.'i or 20 miles of pack trail. They have a colony of he- s which supply them with how This year they bad honey to sell ami in xt year they cx ct to have a great ly increased product. The honey ix made' larg-ely from the "honeydew" which gives it a peculiarly excellent flavor. They have a small orchard sel out which w ill he iu hearing in a few years. C f: Officeis Fleeted The rreslivtcriun l K. sis'iety held their semi annual election of officers on Tuesday evening at the home of Miss lamgenecker. The following oflicers were elected: President Miss Stella I'aildis k; Vice-President, Miss Kdna l'arker; Secretary and Treasurer, Miss Kate Newell. The term of office for tho several otllecrs was changed to one year iu stead of six montliH as heretofore and at the end of the term the vice-presi dent will succeed to the presidency and a w w vice president will Is elected. The rapid development of our own county, the moving ol Heavy mining machinery, or.-s and the lund-ring interests, call loudly for Ntt.T roads. The season when most of our road work is done is now uii us, an l it is of great imisirtauc' that the work be done pro.Tly. Having spent several years iu road building, be tween this place and tho coa t, and having been one of three who ei nd ed fit), 000 in that work, and having at all times a deep interest in good roads, I feel very much at this time, like saying a few words iu that direc tion. I consider the format iou in Jose phiue county excellent for the build ing of good roads; the main essentials being drainage, prns r elevation and sun light. The roadlxd should Is elevated high enough to secure proper drainage and no higher: the roadbed should be wide, with just slope enough to rup the water off without washing. Where it is s.ssible to d. so, the outer rim of the grade should Is1 cut away, thus widening the road. Water ditches in the road are not to lie thought of. Where the road musi Is) tilled, a fine order of material should always lie preferred und it large stones are used then a dirt track should lie made on one or lsith sides for summer travel. I am opposed to the use of large rocks because they render travel over the road very slow. In Josephine county our roads an gisid eight months ill the year without much work, so that when we work them it should bo with regard to the time when they are bad awl not spoil them for summer travel. If prosrly drained and elevated, they do not need much tilling. It is a very exjs usive luxury to allow tin roads to become water ditches. The winter rains washing out all of the filling to be hauled back every spring by the team process. Drain and cle vafe thd roads and cut away the tim-ls-r ami brush so that the sun can shine on them, as first principles. W. J. Wimer, Waldo, March 11, 1!H. Hull, who has been engaged in mining near (odd Hill for the past few months, was in Medford Tues day, hsiking after his city proierty. Mr, Hall says the high water did most of the small miners as much harm as good, damaging their ditches and dams so much that before they could make rciairs the water hud gone down. However, lie has had a fairly good season, and expects to have a spring run of a few weeks. Mr. Hall has been working in an old race, which has Is-cu worked over from one to three times, but he has taken out fa'.Ti this winter from this same gravel. C. J. Wike, of Siskiyou county, Cnl., lias been in Medford for the jiani several days. Mr. Wike is one of the owners of one of the richest quart strikes ever made iu northern Califor nia. It is hs-ated about six miles north of the famous l'.lack Hear mine iu that county and according to Mr. Wike lias cleared for its owners over Kl.iKHI in the (mst two months, and that with no other appliances for working outside of 1111 ordinary hand mortar The rook is free milling and is said to lie fabulously rich. Win. I'av insou, formerly of Medford, is a part owner iu the mine. A. W. Sturgis, the veteran hydrau lic miner of Forest creek, made Mod ford a visit on Saturday last. He has had a first class run this season, and isn't done by any moans yet. Mr. Sturgiss is a living example of w hat hard work, grit and everlasting "stay w ithitiveness" w ill do. For many years it was an up-hill struggle for linn to keep his mine in oH'ratlon, and it was finally predicted that he must "go to the wall" but he hung on and finally the tide turned. Now he has tine of the Is'st paying mines iu Southern Oregon, owes no man a penny, and is assured a competency for Ins old age.
