Proposed Amendment.
Section I ol Article IV ol the Comlitu
tion of the State of Oregon shall be and
hereby is amended to read aa follows :
Section I. The legislative authority
of the state shall be vested in a legisla
tive assembly, consisting of a lenate and
house ol representative!, but the people
reserve to Ihemielyei power to propose
lawi and amendment! to the Constitu
tion, tnd to enact or rejact the tame at
the polls, Independent ol the legislative
assembly, and also reserve power at their
own option to approve or reject at the
I lolls any act of the legislative assembly.
The first power reserved by the people
is the initiative, and not more than eight
per cent, of the legal voters shall be re
read i red to propose any measure by lucb
petition, and every such petition shall
include the lull text ol the measure to
proposed. Initiative petitions shall lie
filed with the secretary of the state not
less than four months before the election
at which they are to be voted npon. 7 he
second power it the referendum, and it
may be ordered (except ai to lawa neces
sary for the immediate preservation of
the public peace, health or saletyj, either
by petition, signed by five per cent, of
the legal voters, or by the legislative as
sembly, at other billt are enacted. Ref
erendum petilioni shall be filed with the
secretary of state not more than ninely
days after the final adjournment of the
session of the legislative assembly which
passed the hill on which the referene'um
is demanded. The veto power of the
governor shall not extend to measures
referred to the people. All elections on
measure! referred to the people of the
state shall be bad at the biennial regular
general election!, except when the legis
lative assembly shall order a special
election. Any measure referred to tlie
people shall take effect and become the
law when it it approved by a majority
of the votes cast thereon, and not other
wise. The style of all bills shall he:
"Be it enacted by the people of the Stale
of Oregon." This section ahall n il be
construed to deprive any member of tlie
legislative assembly of the right to intro
duce any measure. The whole number
ol voles cast for justice of the supreme
court at the regular election last preced
ing the filing of any petition lor the ini
tiative or for the referendum shall bo the
basil on which the number of legal vo
ter! neceiaary to sign such petion ahall
be counted. Petition! and ordert for the
initiative and for the referendum shall
be filed with the secretary of state, anil
iu submitting the tame to the people he
and all other officers ahall be guided by
the general laws and the act aubmitting
thit amendment until legislation shall
be especially provided therefor.
