HPS -" lrrdlVMta'TJfrBti - - w I Washington Latter, Washuiotok, Jan. 20, 1903. The approaching visit ol Prince Henry of Prussia is the absorbing topic of con versation in Washington this week, not only in social but in executive and diplo matic circle as well. While the pro posed visit ia of social character it di plomatic significance is of sufficient im port to raise it above the ordinary social affair and the president and the mem bers of the cabinet are as much in terested in the details as their wives and daughter. This Is the first time that a president of the United States has been called upon to entertain royalty of Prince Henry' rank travelling in an official capacitv and Mr. Roosevelt is most anxious that the event pass off with eclat. Mr. William A. Downy, a member ol the firm that is building the royal yacht, has been in Washington in conference with fie piesident, Secretary Ilay and the German ambassador and the date (or the launching has been set for February 25th, although it is possible that it may be changed to later in the week as it is desired that the prince should be present at the capitol on the 27th, when Secretary Hay will deliver his eulogy on President McKinley. The details of the reception have been confided to a com' mittea composed of Assistant Secretary of State Hill, Major General Henry C. Cot bin, Real Admiral Roberly D. Evans and Count von Quadt, first secretary of the German embassy. The president will, of course, be present at the launch' ingof the yacht but it has not been definitely determined whether Mr. Roosevelt and his party will accompany the prince to Shooters Island or whether they will travel separately There will be a state banquet at the White House in the prince's houor and he will probable travel farther west before leaving for home. He will sail for home on March 8th. Undoubtedly there are some lav portant matters of etiquette to be de termined but a diplomatic Mend said yesterday "II your president would make the most pleasant impression on the prince he should try and forget all about etiquette, the remembrance of which ia apt to make these affairs too formal, and merely tieat him as entirely bis equal in dignity and position and as a very good friend. II Mr. Roosevelt had a good friend coming to Washington froia abroad he would go down to the depot and meet him and tell him he was welcome and drive with him to bis abode and would try and make things pleasant for him in all ways possibl and I am sure it he' does that with the prince ha wilt make the most pleasant impression. To be always thinking of etiquette is to make) mistakes. Let the others think of the etiquette." The dinners and leveestat tthe White House continue with the usual regu larity and are better managed and more enjoyable than formerly. Almost every night aome one In Washington gives dinner party and on most evenings there are one or two receptions and perhaps bail to be attended later so that no one the government owned the cable. Admiral Bradford, who has had charge ot cable soundings for lha navy, also testified in favor of government owner ship. He said that in the event ot a war with Great Britain it would be im possible lor the United States to com municate with the Philippines snd de clared that the fact that Great Britain owned cable communication with allot her possessions made her navy mora ffectivo than our. The president is contemplating a trip to the Charleston Exposition to take place early in February, and will probably leave here on the lllh. Mrs. and Miss Roosevelt, Miss Carow, Mr. A. K. Gracie and several members of "the cabinet and their wives are expected to accompany the president. Mr. Roosevelt has been compelled to de cline invitations - to visit Savannah, Atlanta aad several other southern towns. Bailay In Southern Oregon Food and Dairy Commissioner Bailey baa returned from Southern Oregon a here ha inspected tba dairies and creameries, aud Incidentally Invest!' gated the sale of short-weight butter, says the Oregoniao. In speaking of his trip, Mr. Baily said that in his visit to the stores be found no butter below the legal weight. "Since the agitation against shert- weight butter began," he said, "South Oregon has enjoyed the full roll, and California, which largely supplies the market at this season ot the year, has been shut out, as its rolls do not meet the scale. The short-weight move' ment has greatly pleased the merchants, for it relieves them of the necessity ot taking farm butler in trade. The farm butter comes in all weights, and hereto fore the merchants have had to accept it or lose the farmer' trade. Now be may reject it and lay the responsibility or the rejection upon the State Food and Dairy Commissioner. "After visiting the dairies and cream eriee, I stopped at the homes ot some 0 the orchard iets ot Jackson county, and inquired about the fruit prospects, and received some information which should be given to the people of Portland. One of the largest orchardists in the county showed me an account, according to which a variety of apples grown in Jack son county and in the Watsonville dis trict, California, were sold in London, England, on the same day. The Ore gon apples brought 13 shillings and sixpence, and the California fruit 7 shillings a higher mark than Oregon's superiority over her southern neighbors has ever before reached. "New orchards are being set out and in my opinion trees will be planted on about 2000 acres this spring. "One great need ot Southern Oregon is an apple cider and vinegar factory. Enough apples to supple the whole state with cider and vinegar go to waste every yeur. One firm of orchar dists. on 100 acre ol trees, planted 10 years ago, cleared T-0,000 net this year nd yet acres ol apples went to waste," source ot disease and one at the moat dangerous carriers of bacilli in existence. As soon a bill become tolled suffi ciently to make hiding place for germ life it should be promptly recalled by the government and a new bill Issued in its stead. The official ot lha association will recommend this action to the treasury department. A. O. of S. C. The American Order ot Steam.
