Thursday, January 24, 1901. The legislature ia doing very lively work and at the present rate is expected to finish ill transactions before the end ol the 40 days. The army reorganisation bill lias passed both bouses ol congress and carries with it the anti-canteen amend ment. When this bill passed His bouse it was affirmed that the members were abashed by the women present Into pausing the anti-canteen act and that the senate would make short work of that part of the bill. The anti-canteen stnti menl, however, was fully as decided in the senate as in the house. Queen Victoria, of Knglaud, died Tuesday evening, January 22. Her death was known to be certain for several days past and the news was hourly ei peeled. Her health lias been very poor for the past year and she bad also 1'iOered much from mental lapses. The iueen wss born in 1819, was crowned in IBM, and has reigned 03 years. She was probably one of the best loved sovereigns who have ever reigned in any country. A republican senatorial caucus was told at Halein Monday evening. Only 3D members were present and as it re quires 40 fort n ajority, no action was taken. The first ballot for senator was was taken Tuesday. Corbett received 38 volet, McDride 10, Fulton 2, Herman 8. The battle In the beginning ia between Corbett and Mcllride who seem quite evenly matched. Ex Senator Mitchell is an unknown quantity in this election and is expected to come strongly to the Iront if Mcllrido shows signs of weak ness. Fulton is a figure of some im portance and an active candidate. Din ger .Herman has a few votes but is nut expected to cut large llgure. There are a number of dark horses also In the field. At this slags, it is not also to guess on the result. The Charter. A new charter (or the city of Grants 1'asM, designed for presentation at the present session of the legislature is now being prepared for publication and copiea will be ready (or distribution in side ol a day or two. A number of important changes from the old charter have been made, among them the following being perhaps the moat noteworthy; property qualifica tion (or voting bunds; sppoiutiueiit ol police judge and city attorney by the mayor; changing time ol city elections from May to December; registration and use of the Australian ballot system In city elections ; complolur provisions for regulating the saloon business giv ing the council full power to "regulate or prohibit." There is a rumor abroad that the charter ia a prohibition mea sure. As a matter of fact, the pro visions in regard to saloons differ little from our lasra alroady In force. Another wild lumor in persistent e'rculalion is to the effect that the Charier was held up till the lt minute O be rushed through be In re. the people could find out what it was. No founda tion whatever appears for this idea. Tiie matter ol preparing the new charter was placed in the hand ol the judiciary committee ami city attorney several weeks ago. Those who read the charter, D ln the length of it and rea'iii the ltuieiidou) amount ol labor which its arrangement represents will reuse to wonder that it took some lime to pre pari. When it is considered that these gentlemen worked absolutely without compensation and that their lime was well taken up with their own business, - the criticism seems to bear a strong flavor of ingratitude. At the very earliest moment possible, even bctore the work IJ fully co.npleted, the chsrlrr is being published ami there is plenty ol time j ut to gel it properly before the legislature. The new charter is a very strong and grently needed document. Cupica will be distributed inside ol a day or two and it ran then be intelligently disi usie l and triiiruml. Cumuli Meeting The regular incctiiu ol the city council w held on Thursday iehing a tl city hall Marur II. t'. kiumy, Isi g indisposed wan aim nl anil fharnian Dunbar presided. Councilman Hawkins, chairman of a committee appointed to investigate means of obtaining water (or fire pro tection, requested and was granted further time in which to complete the report.
