win suggested the city do what
it can as quickly as it can. “It’s
not going to get cheaper,”
Baldwin said.
“We are moving forward
with these projects,” City
Manager Linda Engbretson
said. “There’s a lot of details
and a lot of pieces.”
In other action, the commis-
sion:
• Rejected a contractor’s
request for a noise variance.
The contractor, who is work-
ing on the Clatsop County
Jail project, had requested to
begin work early on Oct. 5, 6
and 7. The city’s code requires
those using heavy construc-
tion equipment to begin work
no earlier than 7 a.m. and the
contractor had hoped to use a
concrete pump truck begin-
ning at 5 a.m.
• Signed an interim con-
tract agreement with the city
manager. Engbretson had re-
quested to retire at the end of
September, but has agreed to
continue working on an inter-
im basis until a new city man-
ager is in place. Her interim
contract would expire July 1,
2022.
• Hired PBS Engineering &
Construction of Portland for
$128,600 to serve as design
and engineering consultant
for the work pier at Warren-
ton Marina.
