NOTICE OF PUBLIC HEARING FOR APPROVAL OF AN
ADVANCED FINANCE DISTRICT – DALE ADAMS
Notice is hereby given that the City of Warrenton has received a request
from Dale Adams for an Advanced Finance District.
A public hearing on this request will be conducted by the Warrenton City
Commission at 6:00 p.m. on Tuesday, September 14, 2021, in the Commis-
sion Chambers at Warrenton City Hall, 225 S. Main Avenue, Warrenton.
Any interested person may appear or present written or oral statements,
in favor of, or in opposition to, said district. Any written remonstrance filed
with the City prior to the time of hearing will be presented to the City Com-

ficer.
“I envision a code com-
pliance position that would
handle nuisance complaints,
parking complaints, RV/
camping complaints, animal
complaints, (and) non-build-
ing inspector code viola-
tions,” he wrote.
He’d like to see the posi-
tion shared by the police and
building and planning de-
partments.
Engbretson suggested ev-
ery city department share
the costs of both the human
resources manager and the
code compliance officer.
Other goals at the mid-year
mark include aggressively
pursuing new revenue op-
portunities, improved com-
munications, and finishing
unfinished projects.
• New revenue: The fee
structure for fire permits,
some police services, camp-
ing and marina use, and
false-alarm calls have been
revised. A permit fee for RV
use in the city is in the works.

to make improvements at
the treatment plant so it can
charge other agencies to treat
organic materials such as
porta-potty and septic waste.
More public-private part-
nerships at the city’s two
marinas could also bring in
funds.
• Improved communication
with the public: Warrenton
Community Library has tak-
en large steps through social
media, the fire chief held a
webinar on burn restrictions,
various city departments will
be writing articles for The Co-
lumbia Press, and future city
newsletters and fliers will
provide information on city
projects, rent increases, and
maintenance.
• Unfinished projects: Two
long-awaited projects are
under way -- the Hammond
waterline and sidewalks from
downtown to Warrenton
High School.
Man with rifle
shot by deputy
A sheriff’s deputy is on paid
administrative leave after
shooting an armed man who
threatened officers, accord-
ing to the Lincoln County
Sheriff’s Office.
The dispatch center re-
ceived a call shortly after
7:30 a.m. Wednesday about a
man in South Beach walking
around with a rifle.
Deputies found him 20
minutes later.
They repeatedly told the
man to drop the rifle, accord-
ing to a press release. Instead,
he pointed it at deputies and
was shot.
The man survived and was
being treated at Good Samar-
itan Hospital in Corvallis.
