NOTICE OF PUBLIC HEARING
The Warrenton Planning Commission will conduct a public hearing at
6:00 PM, December 10, 2020, at the Warrenton City Hall, Commission
Chambers to consider:
1. Amendment to the text of Warrenton Municipal Code section
16.208.050.H, concerning appeals from Planning Commission decisions.
The proposed amendment would clarify that City staff could appeal a qua-
si-judicial Planning Commission decision to the City Commission. This
amendment was initiated by the City Manager. The Planning Commission’s
action on the proposed text amendment is a recommendation to the City
Commission. Applicable criteria for considering the proposed text amend-
ment are in Article 10, Procedures, of the City’s Comprehensive Plan; and
in Warrenton Municipal Code section 16.208.060, Type IV Procedure
(Legislative and Map Amendments), and in Chapter 16.232, Amendments
to Comprehensive Plan, Text and Map, Rezone, and Development Code.
2. Amendment to the text of Warrenton Municipal Code Chapter 16.60,
General Industrial (I-1) District, concerning the process and locations for
allowing new recreational marijuana production, recreational marijuana
processing, and recreational marijuana wholesale activities. The proposed
amendment would change marijuana production, processing, and whole-
sale activities from permitted uses to conditional uses; and would also re-
move the requirement that these facilities be located only east of Highway
101. The Planning Commission’s action on the proposed text amendment
is a recommendation to the City Commission. Applicable criteria for con-
sidering the proposed text amendment are in Comprehensive Plan Article
10, Procedures; in Warrenton Municipal Code section 16.208.060, Type
IV Procedure (Legislative and Map Amendments), and in 16.232, Amend-
ments to Comprehensive Plan, Text and Map, Rezone, and Development
Code.
3. Application from Charles Bergerson for a conditional use permit ap-
plication to construct a caretaker unit at 225 Silverside Pl, Hammond, OR
97121. The Planning Commission’s action on the conditional use permit
is a final decision. Applicable criteria for considering the proposed condi-
tional use permit are Warrenton Municipal Code chapters and sections:
16.208.050, Type III Procedures (Quasi-Judicial), 16.220 Conditional Use
Permits, and 16.660.030 General Industrial (I-1) Conditional Uses.
Anyone wishing to testify on any of these proposals may attend the public
hearing and speak to the Planning Commission, or submit written materi-
als, which must be received by the Warrenton Community and Economic
Development Department no later than 5:00 P.M. on the day of the hear-
ing. Written comments may be mailed to Scott Hess, Community Develop-

Anyone wishing to review and/or purchase copies of the proposals and/

New bridge stops flooding, helps fish
A collaboration between
Clatsop County and Colum-
bia River Estuary Task Force
has helped solve a chronic
flooding problem and im-
proved fish habitat along the
John Day River.

tion of the road, which serves
nine residences and private
timberland. There’s also a
school bus turn-around point
at its end.
CREST, along with the
North Coast Watershed As-
sociation, joined the project
as an opportunity to enhance
fish habitat in the upper
reaches of the John Day Riv-
er. The culverts had blocked
fish passage.
The county also tapped
the knowledge of residents
during the project planning
stages. Many were concerned
not only with the flooding
problem, but also potential-
ly dangerous whirlpools that
appeared near the culverts as
water drained with the out-
going tides.
Funding for the project
came from a variety of sourc-
es, including Oregon Water-
shed Enhancement Board,
Bonneville Power Adminis-
tration, U.S. Fish and Wild-
life Service, and the Nation-
al Oceanic and Atmospheric
Administration. Bergerson
Construction was the general
contractor.
“Thank you CREST and all
the funding partners in this
endeavor,” said Ted Mclean,
the county’s Public Works di-
rector. “And a special thanks
to the project managers and
Bergerson Marine Construc-
tion for a job well done.”
