Lloyd Arthur Costello, 55, appeared to be the victim of a drowning, according to Sea- side Police. Costello had been kayaking for several hours before his body was discoved about 3 p.m. July 1, South Main Avenue at Third Street. Tara Anne Massey, 34, of Warrenton was arrested on suspicion of driving under the influence of intoxicants, attempting to elude, resisting arrest, reckless driving and cited for driving the wrong way on a one-way street. She was booked at Clatsop County Jail, where her blood-alcohol content was recorded at 0.23 percent. • Two-vehicle collision, no inju- ries, 2:54 p.m. July 2, Harbor Drive near Shilo Inn.
