Taylor, 47, of Warrenton was cited for criminal improper use of the emergency system. At 7:14 p.m. that day, Taylor was arrested and booked at Clatsop County Jail on suspicion of two counts of menacing, harassment and resisting arrest. • Illegal dumping, 5:18 p.m. April 11, Highway 26, 17 miles east of Seaside. When an officer approached a car matching the description of the offending vehicle, he found a domestic dis- turbance in process. Troy Wayne Skinner, 31, of Sevierville, Tenn., was arrested on a felony warrant from Tennessee. Brent A.
