Seaside Fire chief to get Medal of Honor Seaside Fire & Rescue’s Operations Chief David Rankin will receive a Medal of Honor from the Oregon Fire Chiefs Association. Rankin, who has been with the agency since Octo- ber 2012, was chosen for his contributions to state and regional fire efforts. He’ll be honored at a ceremony later this year. He’s being honored, spe- cifically, for a heroic water rescue on Dec. 30. The agen- cy received a call at 4:24 p.m. that a person had been pulled out into the ocean from the beach at Necani- cum Estuary. Once on scene, he consulted with the inci- dent commander and they searched the ocean for the victim. Seeing the individual sev- eral times in the breaking surf and realizing there wasn’t time to wait for the Coast Guard, Rankin donned his wetsuit, personal flota- tion and other water gear, armed himself with a res- cue buoy and swam out to the victim, about 300 yards through extremely rough waters. Typically, rescuers would get the rescue buoy to the victim, who would hold on until the Coast Guard or a jet ski could help with the res- cue. Recognizing that the victim was beginning to look hypo- thermic and likely unable to hold onto the rescue buoy for much longer, Rankin told the victim to hold onto the rescue can while he got them both to shore, despite a heavy rip current and break- ing waves. Rankin is leader of Sea- side Fire’s special operations teams, which includes water, ropes, trench and confined space rescue, and leader of the seasonal lifeguard pro- gram for Seaside Fire.
