City Attorney Spencer Par- sons reminded commission- ers that they’re required to apply the standards that exist in Warrenton’s building code to determine whether they’ve been satisfied. “It’s not the Planning Com- mission’s job to invent the facts … or impose standards that do not exist in the city’s land-use standards,” Parsons said. Commissioners agreed the conditional-use permit met the city’s land-use requirements and they approved it 7-0. “At the base level, what this is about is a company trying to solve a real problem that exists,” said Michael Robin- son, a Portland land-use at- torney representing Pacific Seafood. The application was to en- sure the project meets the city’s land-use requirements. Subse- quent building permit applica- tions must be submitted in the future. The City Commission pre- viously amended its develop- ment code by expanding the definition of hotels to include dormitories, and by allowing dormitories in industrial wa- ter-dependent business zones as long as the housing is for companies that qualify as a wa- ter-dependent business.
