The Special Transportation Fund Advisory Committee and the
Statewide Transportation Improvement Fund Advisory Committee for
Grant County Transportation District will hold a public meeting on
November 8, 2022, at 12:30 p.m. this meeting will be held at the John
Day Fire Hall at 316 S. Canyon Blvd, John Day. This meeting will also
be available via video and teleconference. The purpose of the meet-
ing is to discuss the STF and STIF allocations for the fiscal year July
1, 2023, to June 30, 2025, to discuss STIF Plan for FY 2023-2025,
funding allocation and STIF discretionary grant applications. Any per-
son may comment during this public meeting to discuss the use of
STF or STIF funds or the updating of the plans. Questions or com-

FINDINGS OF FACT
ORS 279C.335(1) requires, with certain exceptions, that all Public Improvement contracts be based on
competitive bids and, under ORS 279C.375, awarded to the lowest responsive and responsible bidder.
ORS 279C.335(2) permits the Local Contract Review Board, as the Grant School District contract review
authority, to grant, under certain conditions, specific exemptions from the requirement for competitive bid-
ding upon the approval of specified findings.
OAR 137-049-0620, division 249 allows the Local Contract Review Board to exempt a Public Improvement
contract from the requirements to be competitively bid, provided written findings supporting the use of
non-competitive bid process show compliance with OAR 137-049-0600 to 137-049-0690 and applicable
statutes. The written findings report is available for review at the School District prior to the public hearing;

Sealed Bids for the “GRANT COUNTY CHAMBER OF COM-
MERCE REMODEL” will be received by GRANT COUNTY CHAM-
BER OF COMMERCE, JOHN DAY, OREGON 97845, in care of
Tammy Bremner, by 10:00 a.m. local time on November 15, 2022.
The bids will be opened at GRANT COUNTY CHAMBER OF COM-
MERCE, JOHN DAY, OREGON 97845, after 10:00 a.m. local time
on November 15, 2022.
GRANT COUNTY CHAMBER OF COMMERCE may reject any late
bid and may reject, for good cause, any or all bids upon a finding of
GRANT COUNTY CHAMBER OF COMMERCE that it is in their best
interest to do so. The bidder must be registered with the Construction
Contractors Board.
The project is an interior remodel of the existing Grant County Cham-
ber of Commerce building. The work will consist of the following:
Replacing an existing overhead door, constructing a new ADA com-
pliant restroom, supply & install fixtures, constructing a new
10x12 storage room, repairing and leveling approximately 412 sq. ft.
of existing concrete floor and installing approximately 412 sq.ft. of
laminate flooring, installing new light fixtures and electrical outlets.
All bids must be submitted on the supplied forms.
GRANT COUNTY CHAMBER OF COMMERCE will award the con-
tract within five (5) calendar days of the bid opening. Work will com-
mence within ten (10) calendar days of the notice to proceed. The
contractor shall complete all work required in the contract within
forty-five (45) calendar days of the stated date in the notice to pro-
ceed.
The estimated cost range for the project: $30,000 to $45,000

contains 1045 acres. The general location is 25 miles North of John
Day in the Middle Fork of the John Day River area, within T10S.,
R34E., Sections 20, 21, 22, 25, 28, 29, 30, 33, T10S., R34E., Sec-
tions 25 & 2. This sale contains an estimated volume of 42,715 tons.
This advance notice is to afford interested parties time to examine
