A public meeting of the Budget Committee of the John Day Canyon
City Parks & Recreation District, County of Grant, State of Oregon,
to discuss the budget for fiscal year July 1, 2022 to June 30, 2023
will take place Tuesday, the 19 th day of May, 2022 at noon at the dis-
trict office located at 845 NW Bridge Street, John Day, Oregon. The
purpose of the meeting is to receive the budget message and to re-

NOTICE OF STF & STIF COMMITTEE MEETINGS
The Special Transportation Fund Advisory Committee and the
Statewide Transportation Improvement Fund Advisory Committee
for Grant County Transportation District will hold a public meeting
on May 18, 2022, at 12:00 p.m. this meeting will be held at the John
Day Fire Hall at 316 S. Canyon Blvd, John Day. This meeting will
also be available via video and teleconference. The purpose of the
meeting is to discuss the STF and STIF allocations for the fiscal year
July 1, 2022, to June 30, 2024, and receive a presentation from con-
sultants that are updating the GCTD Coordinated Plan. Any person
may comment during this public meeting to discuss the use of STF
or STIF funds or the updating of the plans.

Job Description: Manage operations and day-to-day functions of
the city. Manager will provide service to customers, answer phone

changes, memorize city code and be able to enforce, act as budget
officer. Other job duties include, but are not limited to: maintaining

o The purpose of this project is to assess current and projected hous-
ing needs and buildable land supply, then have identified strategies
to address housing barriers for the cities of Dayville, Canyon City,
Long Creek, Monument, Mount Vernon, Prairie City, and Seneca in
Grant County. It is imperative to analyze and address the varying
types of housing needs across the spectrum. This ensures City and
County leaders are able to accurately strategize and execute the spe-
cific housing needs of each community. There is a deficiency of avail-
able housing in the region, that is negatively impacting the local
economy.

o Consultants Role: The Project will use consultant services to per-
form technical analysis related to work with the County and cities, in
verifying appropriate zoning and urban growth boundary maps and
ordinances, ensuring they are consistent with DLCD records, while
identifying needed resources to update the State’s Goal 10: Housing
Needs Analysis for the cities. The consultant is expected to attend
regular meetings of the Technical Advisory Committee (TAC) and to
assist local planning staff in presentations to planning commissions
and elected officials.

RESOURCES
The City of Dayville is completing a Community Hall Renovation proj-
ect funded with Community Development Block Grant funds from the
Oregon Business Development Department. The location of the proj-
ect is 132 West Franklin Avenue in Dayville. It is estimated that the
project has benefited at least 145 persons of whom 58.62% are low
or moderate income.
A public hearing will be held by the Dayville City Council at 7:00 p.m.
on May 19, 2022 at 200 South Fork Road in Dayville. The purpose of
the hearing is for the city council to obtain citizens views about the
project and to take comments about the local government’s perform-
ance.
Written comments are also welcome and must be received by May
19 at 3 Park Lane in Dayville. Both oral and written comments will be
reviewed by the Dayville City Council. The location of the hearing is
accessible to the disabled. Please let Ruth Moore at 541-987-2188
know if you need any special accommodations to attend or partici-
pate in the hearing.
More information about the Oregon Community Development Block
Grant program and the project is available for public review at Dayville
City Hall during regular office hours. Advance notice is requested.

2022 LEGAL NOTICE OF UNCLAIMED CAPITAL CREDITS
Oregon Trail Electric Cooperative (OTEC) hereby gives notice of UN-
CLAIMED PAYMENTS OF CAPITAL CREDITS.
Pursuant to OTEC bylaws and policy, the names of OTEC Members
entitled to capital credit retirements – who have not yet claimed their
retirements – can be reviewed on the OTEC website at:

If you are an OTEC Member and current (or former) consumer of
OTEC, please check the OTEC website and list of Members who
have failed to claim capital credits owed.
Application for re-issuing funds owed may be made at your local
OTEC office or 4005 23rd Street, PO Box 226, Baker City, Oregon
97814. Unless those persons named, or their heirs, claim payment
no later than July 31, 2022, for unclaimed capital credits that have
been available for a period of four years, or December 31, 2017, the
unclaimed funds may be forfeited to the Cooperative. The Board of
Directors has the discretion to contribute all, or a portion, of the for-
feited funds to the Oregon Trail Electric Cooperative Scholarship
Fund to benefit those served by the Cooperative.
