URA BUDGET COMMITTEE MEETING NOTICE
A public meeting of the Budget Committee of the John Day Urban
Renewal District, County of Grant, State of Oregon, to discuss the
budget for fiscal year July 1, 2022 to June 30, 2023 will take place
Tuesday, the 19th day of April, 2022 at 7:00 pm the John Day Fire-
hall at 316 S Canyon Blvd, John Day, Oregon. The purpose of the
meeting is to receive the budget message and to receive comment
from the public on the budget. This is a public meeting where delib-
eration of the Budget Committee will take place. A copy of the budget
document may be obtained on or after April 14 by calling City Hall
at 541-575-0028, emailing cityofjohnday@grantcounty-or.gov, or on-
line at www.cityofjohnday.com. Any person may appear at the meet-

NOTICE OF OPPORTUNITY TO COMMENT
Responsible Official Craig Trulock, Forest Supervisor for the Malheur
National Forest, announces the availability of the proposal to amend
the Malheur National Forest Land and Resource Management Plan
to add indaziflam to the list of approved herbicides for use as part of
the integrated treatment toolbox for invasive plants.
The project can be accessed on the Forest Service Website at:

This solicitation serves three purposes:
1 It serves as the comment period required under 36 CFR 219
objection regulations.
2 It serves as the purpose of scoping under the National Environ-
mental Policy Act regulations.
3 Is serves as an opportunity for the public to share with forest
staff their thoughts on the forest plan amendment to include in-
daziflam as an approved herbicide.
Comments concerning this Forest Plan amendment must be submit-
ted within 30 calendar days following publication date of the legal no-
tice in the Blue Mountain Eagle.
Written comments concerning the proposed plan amendment may
be submitted using the following methods:

other than those listed above, in other formats, or containing viruses
will be rejected. For electronically submitted comments, the sender
should normally receive an automated acknowledgment from the

Written comments shall include your name, address, and (if possible)

Your comments concerning possible amendment of the Forest Plan
should focus on the potential environmental impacts, reasonable al-
ternatives, and measures to avoid or lessen any adverse impacts.
The more specific your comments, the more useful they will be.
Decisions by the Forest Service to approve “plan level” amendments
to Land Management Plans (in this action the proposed amendment
to add indaziflam to the list of approved herbicides for use as part of
the integrated treatment toolbox for invasive plants) are subject to the
Pre-Decisional Administrative Review Process Regulations at 36 CFR
219 Subpart B. The term “plan level” refers to plan amendments that
would apply to future management actions.
Refer to the applicable administrative review regulations for eligibility
requirements. Comments received in response to this solicitation, in-
cluding names and addresses of those who comment, will be con-
sidered part of the public record on this proposed action and will be
available for public inspection. Comments submitted anonymously
will be accepted and considered but will not allow for standing to ob-
ject to the amendments.

INVITATION TO BID
The Mid-County Cemetery Maintenance District is accepting sealed
bids for the maintenance, upkeep and administrative duties of the
Canyon City, St. Andrews, Restlawn and Moon Creek Cemeteries
for the period June 1, 2022, through May 31, 2027. The work includes
maintaining a telephone and voicemail and being available to sell
lots, inter remains, and perform general upkeep of cemeteries as
well as maintaining records of burials and lot ownership. The Con-
tractor must also supply their own equipment sufficient to perform all
maintenance duties and be current on necessary licenses.
Bids must be sealed and clearly marked on the outside MAINTE-
NANCE AND ADMINISTRATIVE CONTRACT PROPOSAL. Bids
may be mailed to Mid-County Cemetery Maintenance District, P.O.
Box 508, John Day, OR 97845, to be received by midnight, Friday,
April 29, 2022 or delivered to the Board of Directors at the meeting
in the Conference Room, Grant County Courthouse, Canyon City,
OR, at 5:00 PM on Monday, May 9, 2022. No bids will be accepted
after 5:10 PM on Monday, May 9, 2022.
A surety bond, cashier’s check, or other certified check in the amount
of $250.00 must be attached to the written bid, as bid security, in
order for said bid to be considered. Proof of bonding will be required
at the time of execution of the contract.
Sealed bids will be publicly opened at 5:15 PM on Monday, May 9,
2022 at the Conference Room, Grant County Courthouse, Canyon
City, OR.
Bid Packages may be picked up at the County Assessors office,
Grant County Courthouse, Canyon City, OR during regular business

Mid-County Cemetery Maintenance District reserves the right to re-
ject any or all bids not in compliance with prescribed public bidding
procedures and may reject for good cause any or all bids or bids
