PUBLIC HEARING NOTICE
In accordance with OAR 695-045-0190 and ORS 271.735, the
Oregon Watershed Enhancement Board (OWEB) is holding a
public hearing concerning acquisition of a property interest.
OWEB is a state agency that provides grants to help Orego-
nians take care of local streams, rivers, wetlands, and natural
areas. OWEB is considering a grant of funds to Blue Moun-
tain Land Trust for the purpose of purchasing certain property
rights on approximately 278 acres in the vicinity of Prairie City,
in Grant County, under Grant Application No. 222-8208-19977.
OWEB will hold a conservation easement, or third-party rights
of enforcement in a conservation easement, if the property
rights are purchased with OWEB funds.
OWEB will hold a public hearing for the purpose of providing
interested parties with a meaningful opportunity to comment
on the grant application. Due to COVID-19 restrictions, the
hearing will be held virtually on Zoom.

NOTICE OF RECEIPT OF BALLOT TITLE
Notice is hereby given that a ballot title for a measure referred by
the John Day Canyon City Park & Recreation District has been
filed with the County Clerk of Grant County on February 23, 2022
for placement on the May 17, 2022 Primary Election ballot. The
ballot title meets the single subject requirement. The following
ballot title shall be submitted to the qualified electors thereof:
General Obligation Bonds for Pool Facility
QUESTION: Shall John Day/Canyon City Parks and Recreation
District issue $4,000,000.00 in bonds to finance a pool facility?
If the bonds are approved, they will be payable from taxes on prop-
erty or property ownership that are not subject to the limits of sec-
tions 11 and 11 b, Article XI of the Oregon Constitution.
SUMMARY: If approved, bond proceeds will finance capital costs
and improvements of a recreational facility consisting of a public
swimming pool, locker rooms, office space, mechanical equip-
ment, a multipurpose room, site improvements, equipment, fur-
nishings and to pay bond issuance costs. The pool will be the only
public pool in Grant County.
Bond proceeds, together with an authorized $2,000,000 grant
from the State of Oregon, will be used to finance the project. The
district will establish a citizen oversight committee to ensure pro-
ceeds are used for the purposes indicated.
Bonds may be issued in multiple series, with each series maturing
within 20 years from the date of issuance. The estimated average
annual tax rate is $0.70 per $1,000 of taxable assessed property
value.
This is an ESTIMATE only based on the information available from
the county assessor at the time of the estimate. Actual rate may
differ due to changes in interest rates and assessed value.
An elector may file a petition for review of this ballot title in
Grant County Circuit Court no later than 5:00 p.m. on March
4, 2022.

INVITATION TO BID
Notice is hereby given that Community Connection of Northeast
Oregon, Inc. will accept bids for the expansion of the Baker County
Senior Center at 2810 ½ Cedar Street in Baker City, Oregon. The
project consists of a 1,300 square foot, one-story, wood-framed
expansion of the office. Safety and security will be enhanced with
the addition of a fire barrier, an emergency exit, and two-hour rat-
ed fire doors.
This is not a public works project and is not subject to prevailing
wages. Bidders can participate in a walk-thru scheduled for March
10, 2022 at 10AM at the job site.
Sealed bids will be accepted by mail or hand delivery to Commu-
nity Connection, 2810 ½ Cedar Street, Baker City, Oregon 97814
until 9AM, March 22, 2022. Bids received after this date and time
will not be considered.

NOTICE OF RECEIPT OF BALLOT TITLE
On February 22, 2022 the John Day/Canyon City Parks and Rec-
reation District Board of Directors adopted Resolution 02-2022 re-
ferring a District Measure to the voters at the May 17, 2022 general
election. On February 23, 2022 the following ballot title was filed
with the District Elections Officer.

Any elector who is dissatisfied with the ballot title may petition the
Circuit Court in Grant County to review the ballot title. The petition
must name the John Day/Canyon City Parks and Recreation Dis-
trict Board of Directors as the respondent and state the reasons
the title filed with the Court is insufficient, not concise, or unfair.
The petition for review must be filed with Circuit Court in Grant
County no later than 5:00 p.m. on March 9, 2022. Any elector filing
a petition to review the ballot title must provide written notification
to the Elections Officer of the District no later than 5:00 p.m. on the
first business day after the petition is filed with the Circuit Court.
