The American Farm Bureau Federation, the National Farmers Union, the National Association of State Departments of Agri- culture and scores of other agricultural groups agree that the Environmental Protection Agency and the U.S. Army Corps of Engineers should stop, back up and wait for the Supreme Court to rule on WOTUS. Then if they need to clarify WOTUS in some way, they rst should listen to farmers and ranchers about their concerns. The EPA and the Corps have been bumbling their way through WOTUS rewrites for years, ever since the U.S. Supreme Court rst muddied the rule with its own interpreta- tions.
