SIA Liaison/Student Success Officer
This position will provide leadership and direction in the development, implementation and
evaluation of the Student Success Act across the county. This leader will also oversee all
School Improvement work at the ESD. Will work with superintendents, boards, curriculum
directors, principals and teachers to create, implement, analyze and improve school im-
provement and student success across the region, with a focus on equitable opportunities
and outcomes. Will work directly with the Oregon Department of Education and will be
Grant County’s liaison with ODE on the SSA and other school improvement initiatives. Will
work with other ESDs and regional leaders to improve student outcomes locally, regionally
and at a state level.
Duties and Responsibilities:
• Works with district personnel in a consultative and supportive manner in a variety of
curriculum and instructional and staff development areas including but not limited to:
• Aligning curriculum to state standards
• Continuous improvement planning
• Coordination of state and district assessments
• Implementing and evaluating instructional strategies
• Adopting instructional materials
• Assisting with SSA application and plan monitoring
• Writes well and synthesizes the writing of others into meaningful materials and doc-
uments to support district curricular, school improvement planning needs and for the
purposes of supporting the implementation of the Student Success Act.
• Work with school districts to implement district system improvement efforts to increase
student academic achievement and reduce achievement and opportunity gaps between
student groups. This will include coordination with ODE in the following areas:
• High School Success
• GEER funding
• Every Day Matters initiatives
• Early Indicator and Intervention System
• Career and Technical Education
• CIP
• Create teams to effectively work with districts to advance family and community engage-
ment, equity and culturally sustaining education.
• Prepares and submits reports on progress towards meeting grant and project activities
as requested.
• Travels weekly to all districts and attends meetings as requested.
Knowledge, Skills and Abilities:
• Demonstrated leadership and project organizational skills, with the ability to plan for,
meet deadlines, and coordinate multiple projects at the same time.
• Strong interpersonal skills to allow specialist to work effectively with a wide range of
teachers, principals, and superintendents.
• Excellent written and oral communication skills.
• Ability to be flexible, fluid and comfortable with ad hoc committee work and a diverse
student, teacher and administrative community.
Education and Experience:
• Master’s Degree preferred with coursework or equivalent training in education.
• Valid Oregon teaching license.
• Experience and/or knowledge in the necessary foundation skills of:
• developmentally appropriate practices
• needs of special populations
• curriculum development/alignment, instructional and assessment strategies
• At least two years of successful experience classroom teaching in appropriate grades.
• Staff development experience in curriculum, instruction and assessment.

General Notice
The City of Dayville (Owner) is requesting Bids for the construction
of the following Project:
Fire Hall, Pre-engineered Metal Building
DV21-0379
Bids for the construction of the Project will be received at the Day-
ville City Hall located at 3 Park Lane, PO Box 321, Dayville, Ore-
gon 97825, until March 3, 2022 at 2:00 PM local time. At that time
the Bids received will be publicly opened and read. No electronic
delivery of bids will be accepted. Bid delivery method to be deter-
mined by bidder, but no late bids will be accepted for any reason,
even for circumstances beyond the control of the bidder.
The Project includes the following Work:
Provide and construct a new commercial pre-engineered metal
building with approximate footprint of 2,800 square feet to accom-
modate fire-fighting equipment bays, meeting room, restroom, and
storage area at 155 Schoolhouse Drive in Dayville as specified in
the plans and contract documents.

NOTICE OF AVAILABILITY
FINAL ENVIRONMENTAL ASSESSMENT AND
FINDING OF NO SIGNIFICANT IMPACT
FOR THE PROPOSED GRANT COUNTY REGIONAL AIR-
PORT RUNWAY 17/35 IMPROVEMENTS
Interested parties are hereby notified that the Federal Aviation Ad-
ministration (FAA) has approved a Final Environmental Assess-
ment (Final EA) and prepared Finding of No Significant Impact
(FONSI) for the proposed Runway 17/35 Improvements at the
Grant County Regional Airport (GCD), located southwest of John
Day, Grant County, Oregon.
Grant County (the Airport Sponsor) proposes to widen the prima-
ry runway at GCD to provide a minimum runway width of 75 feet
to meet FAA design standards. The improvements also include
reconstruction of the runway in order to increase the runway sin-
gle wheel capacity to 16,000 pounds or more to meet the require-
ments of the critical aircraft and forecasted fleet mix. Pervious ma-
terials and slotted underdrain pipes will be installed along runway
shoulders to collect stormwater runoff and facilitate infiltration.
Other project components include relocating the PAPI at the Run-
way 17 end, relocating runway edge lights and threshold lights,
and re-painting runway markings.
The Final EA and FONSI found that the project is consistent with
existing environmental policies and objectives as set forth in the
National Environmental Policy Act (NEPA) of 1969 and will not sig-
nificantly affect the quality of the human environment.
In accordance with current Council on Environmental Quali-
ty (CEQ) regulations, copies of the FONSI and Final EA will be
available for review at the following locations through February
