Oregon OKs cap and trade plan

SALEM — Oregon’s Envi-
ronmental Quality Commission,
or EQC, a governor-appointed
panel, voted 3-to-1 Thursday
to approve the “Climate Protec-
tion Program,” a sweeping plan
aimed at cutting greenhouse
gas emissions by regulating
fuel-related pollution.
The move is controversial
and sparked more than 7,600
comments from Oregonians
during the public comment
period, according to Depart-
ment of Environmental Qual-
ity staff.
Climate activists say the
new rules are long overdue and
may not be extensive enough.
Critics say the program has
the potential to significantly
increase fuel prices, impacting
all Oregonians and dispropor-
tionately hurting sectors that
rely on transportation, including
agriculture.
The plan, which will be
phased in starting Jan. 1,
2022, will require fuel suppli-
ers in Oregon to reduce green-
house gas emissions from the
products they sell 50% by
2035 and 90% by 2050.
DEQ will issue free com-
pliance credits to fuel suppliers
covering each metric ton of car-
bon dioxide emitted from burn-
ing the fuel they sell.
The allowable emission
cap will become smaller each
year, forcing suppliers to sub-
stitute “cleaner” options for
fossil fuels, raise prices to
lessen demand or purchase
alternative credits.
The plan was developed by
DEQ after Republican walk-
outs in 2019 and 2020 killed
efforts to pass economy-wide
“cap and trade” legislation.
After the walkouts, Gov.
Kate Brown outflanked Repub-
licans with a far-reaching use
of her executive powers to
achieve the same general goals.
March of 2020, she signed an
executive order directing agen-
cies to craft a plan to regulate
emissions.
A year and nine months
later, commissioners voted to
approve the new rules.
“I’m proud that today, Ore-
gon is taking the historic step
to put tools in place to dramat-
ically reduce greenhouse gas
emissions,” Brown said in a
statement.

Dec. 9: Travis Mark Bryers, 22,
of John Day pleaded guilty to sec-
ond-degree disorderly conduct and
was sentenced to 18 months of bench
probation and 40 hours of community
service or work crew time. Bryers
also was ordered to undergo a mental
health evaluation, complete any rec-
ommended treatment programs and
take medications as prescribed.

Oregon State Police
Dec. 5: Shortly after 5 p.m., a
trooper responded to Highway 26
near milepost 173, where a Honda
CRV had struck and killed a deer on
the roadway. The driver, a 29-year-
old woman, was unhurt. Her vehicle
was damaged but drivable. The deer
was removed by the Oregon Depart-
ment of Transportation.
Dec. 13: At 1:51 p.m., a trooper
responded to Main Street and Can-
yon Boulevard in John Day for a
report of a vehicle vs. pedestrian acci-
dent. A Nissan Murano had struck a
65-year-old woman who was walk-
ing across South Canyon Boulevard
in the crosswalk. The pedestrian was
taken by ambulance to Blue Moun-
tain Hospital. The driver of the Nis-
san, Stephanie M. Moothart, 28, was
cited for careless driving.
Dec. 13: At 9:42 p.m., a trooper
responded to Highway 26 near mile-
post 171 for a single-vehicle roll-
over. The vehicle was totaled and was
towed from the scene. The driver,
who had been given a ride home by a
passer-by, refused medical treatment.
Dec. 16: At 9:03 a.m., a trooper
responded with the Grant County
Sheriff’s Office to the John Day
Trailer Park for a domestic assault
report. Brandon Lee Stout, 28, was
arrested on charges of assault and
menacing.
