County considers code
enforcement options

CANYON CITY — As
Grant County completes its
building program operating
plan to hand in to the state in
late January, county commis-
sioners are looking to improve
code enforcement.
County Judge Scott Myers
told the commissioners on
Wednesday, Dec. 8, that the
building operating plan must
show how the county han-
dles code enforcement and
violations.
According to Springer,
since 2013 the county has
been in a partnership agree-
ment with the state.
Under the agreement, the
Oregon Building Codes Divi-
sion provides building plan
reviews, building inspection
services and building offi cial
services for the county, while
the county issues permits and
carries out administrative
functions.
Springer said the state’s
inspector comes to the county
roughly once a year and
reviews approximately 20
projects.
Springer told the court that
code enforcement is the big-
gest issue with administering
the building program’s oper-
ating plan.
She said the state’s build-
ing code offi cial for Grant
County does not live in the
area and that she does not have
the training or the authority to
tell someone they are violat-
ing building codes.
Springer noted that some
counties have designated
inspectors who focus on
building code enforcement.
Before submitting the
operating plan, she said she
wanted to let the commission-
ers know that the county’s
code enforcement needs to be
addressed.
Springer told the court that
she does not actively look for
code violations.
If a resident tells her some-
one is building at an address
without a permit, and she
can verify it by checking the
records, she will always fi rst
reach out to the builder.
She said the fi rst thing she
does is try to gain voluntary
compliance.
However, she said, she does
not know where to go if some-
one does not willingly comply.
“That’s where I don’t know
where to go from there,” she
said.
Myers said on Friday, Dec.
10, that the county is talking to
other county commissioners to
see how they enforce building
codes.
He said one option might
be to create a memorandum
of understanding with another
county that has a code enforce-
ment employee.
Myers said the county
would need to come back in the
next couple of weeks to deter-
mine what option would work
best.
Anna Pearson Alegria
December 29, 1923 ~ December 1, 2021
Anna Pearson Alegria was an
amazing, strong, loving, bright,
witty, and sassy woman with a
great sense of humor and a big
smile. She passed away just short
of her 98th birthday at an assisted
living facility in Boise, Idaho.
Anna Lena Svendsen was born
at her parents’ farm in Ballard near
Solvang, California to Jacob and
Alma Svendsen (Bedstefar and
Gannymor to many grandkids). Ja-
cob and Alma’s parents were Dan-
ish immigrants and early Danish
settlers in the Solvang area. Alma’s
brother-in-law, Benedict Nordentoft, was one of the founders
of Solvang and Jacob helped build Atterdag College. Anna was
proud of her Danish heritage but with a twinkle in her eye would
say, “You can always tell a Dane but you can’t tell them much!”
She had fond memories of growing up on the farm in Ballard,
including listening to her Bedstefar read A Christmas Story in
Danish on Christmas Eve. One of her many gifts was a second
language—an ability to speak and read Danish throughout her
long life.
Anna graduated from Santa Ynez High School as Valedictorian
and attended Business College in Santa Barbara, California. She
met Harry “Swede” Pearson at 4H Summer Camp and they were
married December 5, 1942. Swede was overseas with the United
States Army during WWII, so Anna stayed with her parents in
Ballard with her new baby, Linda. After the War, they lived in Cor-
vallis, Oregon where Swede graduated from Oregon State College
with a degree in Forestry. They lived in Veneta, Sisters, Prineville,
and John Day Oregon where Swede pursued a career with the Or-
egon State Forestry Department. Anna worked as a dispatcher for
the forestry department before pursuing a career in hospitals in
both Prineville and John Day as a human resource and payroll ad-
ministrator. Anna volunteered at the Methodist Church thrift shop
in John Day and was a Docent at the Elverhoj Museum of History
and Art in Solvang. Swede passed away in a traffic accident in
Canyon City, Oregon in October, 1986, just a few months short of
their 44th anniversary.
Anna married Joe Alegria, a respected rancher in the Santa
Ynez Valley, on October 12, 1996, and moved to his ranch in the
Santa Ynez Valley. Joe was a wonderful man who she knew in
high school; Anna thought she and Joe were fortunate to have
had very special first marriages and then to have a few more years
sharing old age with someone they cared for and respected. Joe
passed away in October, 2011. Anna spent her later years in Can-
yon City and Bend, Oregon and Boise, Idaho.
Anna is survived by her four children, Linda Pearson Shaw of
Bend, Oregon; Steve Pearson and Mark Pearson, both of Boise,
Idaho; and Ron Pearson of Whites Creek, Tennessee. She is also
survived by her grandchildren: Michael, Erik, Jeremy, Joshua, and
Dustin Pearson, J. J. Shaw, Tiffany Hitesman, Cheyenne House,
and Anna Bateman; her great-grandchildren: Demoand and Paris
Boddie, Allie Shaw, Jakob and Ginevra Pearson, Atticus Hitesman,
and Beau Blumenfeld; and her great-great granddaughter Serena
Boddie.
Anna was preceded in death by her sister Victoria, her first
husband Swede, and her second husband Joe.
Anna requested no funeral service but hoped everyone would
“…remember my sense of humor and my love for my wonderful
family.” Her family has many precious memories and will greatly
miss playing Uno and pinochle for hours, completing puzzles, and
looking throughher many photo albums. Paid for by the family of

Roderick Francis Campbell-Martin was born in Dayville to
Sam Martin and Besse Lofton Hennings. He grew up on the fam-
ily ranch west of Dayville and attended school in Dayville, grad-
uating in 1943. Rod married Betty Sals-
bery Martin in August 1944. They had
seven children together and were later
divorced. Rod served in the US Army
during World War II and fought in the
Battle of the Bulge. Rod was later mar-
ried to Shirley Meliza Martin.
Rod worked most of his life in the
timber industry and was known as a top-
notch timber faller. He enjoyed the out-
doors, spending time hunting, fi shing,
and gardening.
He is survived by his wife, Shirley Martin of The Dalles;
six children, Daniel (Pam) Martin of Dayville, William (Judy)
Martin of John Day, Patti (Brian) Casto of Boise, Idaho, David
(Ellie) Martin of Henderson, Nevada, Alan (Ann) Martin of
Gig Harbor, Washington, and James (Gina) Martin of Ammon,
Idaho; two stepchildren, Jerry Bruneau of The Dalles and Bon-
nie (Bruneau) Toering of Portland; and many grandchildren and
great-grandchildren.
He was proceeded in death by his parents, his ex-wife Betty
Martin, oldest son John Martin and his stepdaughter Jeanne
Bruneau.
Rod loved and was proud of all his children, stepchildren,
grandchildren and great-grandchildren.
A graveside service will be held in the spring at Canyon City
Cemetery.

Janet Marie Lowry
Dec. 27, 1942 — Dec. 6, 2021
Janet Marie Lowry, age 78, passed away Dec. 6 in Bend.
A graveside service will be held at 1 p.m. on Friday, Dec. 17,
at the Moon Creek Cemetery, west of Mt. Vernon, with Pas-
tor Randy Johnson as the offi ciant.
Janet was born Dec. 27, 1942, in Winnemucca, Nevada,
to Howard and Edna (Ray) Barkdull. She married Richard
Lowry on March 21, 1974, also in Winnemucca.
She worked as an offi ce clerk for the city of Mt. Vernon
for many years and was on the City Council.
During her younger years she liked to go mushrooming
and hunting. She enjoyed sewing and making blankets for
her grandchildren, spending quality time with her friends and
family and reading books with her best friend, Linda.
Janet was preceded in death by her son, Jerry Dimmitt,
and daughter Cindy Dimmitt.
Survivors include her loving husband, Richard Lowry
of Mt. Vernon; daughter Lori Kerr of Mt. Vernon; daugh-
ter Kathy Gill of John Day; nine grandchildren; and 14
great-grandchildren.

Terri Ann Brownlee
Terri was employed at the John Day
Eye Clinic, as an Optician before mov-
ing to Gunnison Colorado and taking a
job with Gunnison Valley Health as Fi-
nancial Councilor. She took great pride
and joy working at both places. She
had the best time and made the great-
est friends one could ever have. Terri
loved spending time with her daughter
and enjoying every precious moment
with the grandkids. She enjoyed hiking,
fishing, riding on the Harley motorcycle
with her husband and watching Seward
County Saints basketball with Grandma. Visiting with friends and
colleagues, making special tied fleece blankets, and watching
Christmas shows on Hallmark, was her most favorite hobbies and
past times.
Terri is survived by her husband Gregg Brownlee, Montrose
Colorado. Daughter Mindee Hutchison and husband Brandon,
Mount Vernon, OR. Son Jimmy Stiles and wife Raven, Irrigon OR.
Step-Son Loren Brownlee and wife Sara, Grand Junction CO. Step
Son Kyle Brownlee and Avery Lenz, John Day OR. Grand Children,
Trig and Averee Hutchison, John Day Oregon. Kamo Stiles, Irrigon
OR. Parents Roy and Evelyn Cates, Mount Vernon, Oregon. Stan-
ley Dehiya, John Day OR. Mother in-law Evelyn Brownlee, Liberal

Private family memorial in the mountains of Oregon to be with
her beloved sister-in law Kelly, date TBD. Burial of ashes will be
later with her husband Gregg in Satanta KS. Even though Terri
loves flowers she made the request; that instead of flowers please
send any donations to either the Seward County Community Col-
lege Saints Basketball program which she loved to watch, or to
the HopeWest Care Center which took such great care of her.

Walter James Clark, age 96, of Prairie City passed away Dec.
5 at Cinnabar Adult Foster Care Home in Mt. Vernon. A pri-
vate family interment took place on Dec. 10 at the Prairie City
Cemetery.
Walter was born on Sept. 1, 1925, to William and Alice
(Noble) Clark in Ford, Washington. He
attended school in Spokane, Washington,
and his best friend growing up was his
dog Pete. He married his precious wife,
Doris Mae Clark, on Sept. 28, 1944, in
Spokane.
He worked as a head sawyer for
Ochoco Lumber (Malheur Lumber) up
until his retirement.
Walter enjoyed hunting with his best
friend and hunting buddy, Royce Dotson,
and his grandson Darryl Sledge was his
fi shing partner on the Snake River. His favorite meal was break-
fast, and he always loved a great dessert after every meal. Walter
enjoyed cutting wood and loved to watch “Gunsmoke.”
He enjoyed keeping his cars and boat in the most pristine
conditions, always had a beautiful yard along with his neigh-
bors, through his generosity. He was faithful to his Lord, attend-
ing church regularly until his health prevented him from doing
so.
He was preceded in death by the love of his life, Doris Clark;
his son Darryl W. Clark, who passed away at the tender age of
16, and his son Gary J. Clark in 2014.
Survivors include his daughter Judy (Rob) Beatty of Moses
Lake, Washington; daughter Jinny (Forrest) Sledge of Lewiston,
Idaho; daughter Cindy (Sonny) Pittman of Cheney, Washing-
ton; daughter Janet Hill of John Day; son Curtis (Julie) Clark of
Pendleton; 11 grandchildren; and 17 great-grandchildren.
