Sheriff Todd McKinley said crews packed the victim out and fl ew him out successfully. McKinley told the Eagle the search and rescue team has had “quite a few” rescues this year. A petition to recall Grant County Judge Scott Myers failed to garner enough signatures by its Sept. 8 deadline. Lydia Pluckchi, a compliance specialist in the elections division of the Oregon Secretary of State’s Offi ce, told the Eagle in a Friday email the recall process closed after the deadline to gather signatures passed. “Because no signature sheets for the petition were sub- mitted,” she said, “the recall process is now closed.” Myers declined to comment Friday. Chief petitioner Joshua Walker did not immediately respond to the Eagle’s request for comment. In June, Walker, who lives in Seneca, fi led a prospective recall petition with the Oregon Secretary of State’s Offi ce. Walker wrote in his justifi cation that Myers has shown a “lack of administrative oversight,” a “refusal to collab- orate,” “fi nancial mismanagement” and a “lack of trans- parency.” In addition, Walker wrote that Myers lacked oversight over departments and county personnel, which led to a lack of confi dence in his leadership and overall dysfunction. According to Deborah Scroggin, the state’s election director, the chief petitioner was supposed to collect and submit at least 578 valid signatures from registered voters and submit them no later than 5 p.m. on Sept. 8. If the recall petition had contained the required num- ber of valid signatures, Myers would have had fi ve days to decide whether to resign from offi ce or fi le a Statement of Justifi cation that would have been included on the bal- lot in the special recall election. Grant County Circuit Court Ty J. Round, 42, pleaded guilty Sept. 3 to delivery of methamphetamine committed July 10, 2020, and to deliv- ery of methamphetamine, pos- session of methamphetamine and felon in possession of a fi rearm committed on July 23, 2020. He was sentenced to 23 months in prison and 36 months post-prison super- vision. He was ordered to complete 120 hours of com- munity service. Counts of manufacture of methamphet- amine, possession of metham- phetamine, delivery of meth- amphetamine, conspiracy to commit a Class B felony, felon in possession of a fi re- arm, strangulation, fourth-de- gree assault, harassment and possession of a controlled sub- stance were dismissed. Charges of second-degree criminal trespass and sec- ond-degree disorderly con- duct against Juan Rubio were dismissed Sept. 7 based on a motion by Grant County Dis- trict Attorney Jim Carpenter stating the victim requested dismissal so long as Rubio abides by a trespass order. James G. O’Neill was con- victed Sept. 3 of a probation violation for failing to com- plete an evaluation and recom- mended treatment, complet- ing community service work, attending a victim impact panel and paying fi nancial obligations. His probation was revoked, and he was sen- tenced to 60 days in jail. He was fi ned $25. Philomena J. Dutcher, 38, was found guilty by a jury Sept. 1 of second-degree dis- orderly conduct committed Feb. 17. She was sentenced to bench probation for 12 months. Oregon State Police Sept. 3: Oregon State Police wildlife troopers issued a violation citation to a female hunter in John Day after it was found that she killed an elk two days before activating her electronic hunting tag. Sept. 7: A trooper received a report of a dead mule deer buck near Chukar Canyon and Cougar Ridge Roads in Can- yon City. No visible wounds or bullets were found on the carcass, but the antlers were removed. Sept. 9: A trooper was dis- patched to a single-vehicle crash on Highway 19, near milepost 119. The driver moved the vehicle roughly a quarter-mile away from the scene. However, the troop- er’s investigation turned up that the driver became dis- tracted, lost control of the car, traveled outside of his lane, rolled his car down the southbound embank- ment and landed in the John Day River. Sept. 11: Responded to a possible out-of-season fi re at Penlin Campground. Network Specialist Background Grant County ESD is a small Education Service District located in John Day, Oregon. The ESD provides services to five rural school districts covering an area of approximately 4,500 square miles. The network encompasses 4,500 square miles, five school districts, municipalities, and numerous County agencies. Three of the five districts are fiber-connected with the remaining two districts wirelessly backhauled to the ESD. Nature of Work The Network Support Specialist works closely with the Information Systems Administrator to evaluate the needs and implement solutions throughout the technology department and supported Districts. General concerns include maintaining the LAN and WAN infrastructure, working closely with other support personnel, assisting in the design, planning and execution of infrastructure to support new applications and technologies that promote increased achievement throughout technology. This individual will use his/her knowledge of IT systems to triage problems and perform overall troubleshooting for potential on-net and off-net support. This individual keeps abreast of emerging technology and industry trends that may be of benefit to the network and makes recommendations accordingly. This individual will also assist in the construction and implementation of the physical network. Knowledge, Skills and Abilities: • Excellent organizational and project management skills, including ability to organize time and work on multiple tasks;Excellent analytical and problem-solving skills; • Self-motivated and able to work independently or with a team; • Excellent interpersonal skills including excellent oral and written communication; • Demonstrate an in-depth knowledge of Microsoft Operating Systems; • Current knowledge of Junos and Juniper Networks equipment; • Possesses hands-on experience with system installation, configuration, and maintenance, including the PC environment, server environment, and the LAN/WAN environment; • Show an affinity for network topology and design; • Understand and demonstrate a mastery of various networking protocols and services including: TCP/IP, NetBIOS, and routing protocols; • Demonstrates an ability to troubleshoot LAN connectivity issues including the physical plant and network protocols; • Configure and administer network services including; DNS, DHCP, WINS, Active Directory; • Configure and administer Internet filtering services for constituent Districts; • Manage disaster recovery; • Must be willing to work outside of the normal workday and must be able to safely lift 40 pound objects. • Must be aware of confidentiality concerns and pass background check.
