Long Creek Pass Communications Site
The decision notice for the Long Creek Pass Communications
Site has been signed and is available to the public. This deci-
sion permanently amends the Land and Resource Manage-
ment Plan to include Management Area 19 Administrative Site
designation at the Long Creek Pass Communications Site.
The plan amendment was available for comment pursuant
to 36 CFR 219 subpart B. No comments were received. The
amendment is effective immediately upon publication of this
notice. The decision notice also includes implementation of
the FirstNet authorization including a project specific Forest
Plan amendment of the scenic quality objective for the com-
munication site and was made available for comment pursuant
36 CFR 218 subparts A and B. No comments were received.
The project is effective immediately.

I, Dean Richard Reynolds, of 257 South Main, PO Box 507, PRAI-
RIE CITY, Oregon, 97869, hereinafter known as the “Affiant” certify
that all of the following statements are true in regards to the Estate
of Marc Jason Reynolds who passed away in the State of Oregon,
County of Grant:
1. Decedent, Marc Jason Reynolds, died March 1st of 2018 in the
County of Grant, in the State of Oregon.
2. A copy of the decedent’s death certificate will be submitted along
with this affidavit.
3. The value of the assets of the decedent’s estate exceeds the es-
tates known liabilities.
4. The decedent passed away intestate and there is open administra-
tion of the decedent’s estate in Canyon County Idaho, Case #CV14-
18-103411, through Letters of Testamentary issued in April of 2018.
5. I am the Personal Representative of the decedent’s estate.
6. The total number of heirs or devisees to the decedent is One iden-
tified as:
Dean Richard Reynolds, the Decedent’s Father, and is entitled to the
following property: Township 15 South, Range 32 East of the Willa-
mette Meridian: Section 28: NW1/4SW1/4; N1/2N1/2SW1/4SW1/4 –

7. A legal notice will be published for three consecutive weeks in
the Blue Mountain Eagle, at the end of which begins a four month
period for any Oregon claims against the decedent’s assets in the
Idaho estate.

APPROVAL OF A SPECIAL PROCUREMENT
A request for approval of a Special Procurement was presented to
and approved by the Blue Mountain Hospital District Board acting
as the Local Contract Review Board, on July 8, 2021.
The Special Procurement is a “Contract-specific special procure-
ment” and allows for the purchase of a 3D Hologic Dimensions
Mammography Machine.
It has been determined, based on written findings, that the Special
Procurement will be unlikely to encourage favoritism in the award-
ing of public contracts or to substantially diminish competition for
public contracts; and substantially promotes the public interest in
a manner that could not practicably be realized by complying with
the requirements that are applicable to ORS 279B.055, 279B.060,
279B.065, or 279B.070.
An affected person may protest the request for approval of a Spe-
cial Procurement in accordance with ORS 279B.400 and OAR
137-047-0300. A written protest shall be delivered to the following
address: Blue Mountain Hospital District, Attention: Paul Rogers,
CFO, 170 Ford Road, John Day, OR, 97845. The seven day (7)
