INVITATION TO BID
CITY OF JOHN DAY
2021 HILL PARK IMPROVEMENT PROJECT
Sealed bids for the “2021 Hill Park Improvement Project” will be
received by the City of John Day until Noon local time on August
4th, 2021 at City Hall, 450 East Main St., John Day, Oregon 97845.
Bids will be opened and read aloud at 1:00 P.M., August 4th, 2021
at the City of John Day, Fire Hall Conference Room, 316 S. Can-
yon Blvd., John Day, Oregon.
Proposals shall be clearly marked “2021 Hill Park Improvement
Project” along with time and date of bid opening and shall be de-
livered or mailed and received before the above hour and date
to City of John Day, 450 East Main Street, John Day, OR 97845,
attention Nicholas Green, City Manager.
A non-mandatory pre-bid site visit will be held July 22nd, 2021 at
11am local time at the site. Work is to commence within 10 days
of the date of the Notice to Proceed and shall be completed by
October 15th, 2021.
The work consists of the following construction:
•
Schedule ‘A’ – Includes clearing and grubbing, site grading
and subgrade prep, providing/placement/compaction of ag-
gregate base material, installation of sanitary sewer piping
and manholes, installation watermain, fittings and service
lines, installation recycled wastewater piping, conduits for
electrical and communications, curb, sidewalk and other
misc. concrete and a concrete bridge foundation.
•
Schedule ‘B’ – Additional Optional items include, clearing
and grubbing, grading for hiking trails, providing/placement/
compaction and aggregate for trail surface, paving of parking
lot, access road and trails, curb, sidewalk and ADA concrete
parking and ramps.

All proposals shall be made on Proposal Forms, accompanied by
completed Bidder’s Certification Statements, Insurance Require-
ment Form, Employee Drug Test Certification Form, and First Tier
Subcontractor Form (within two hours of bid closing). Once award-
ed a one hundred percent (100%) performance bond and one hun-
dred percent (100%) payment bond will be required to guarantee
the faithful performance of the contract. Bidders need to be aware
that City of John Day’s office hours are M-F 8:00am-4:00pm and
that overnight delivery service is not always available in this area.
The Contract is for public work subject to ORS 279C.800 to
279C.870.
The City of John Day reserves the right to reject any or all bids if
it is in the public interest to do so, may reject any bid not in com-
pliance with all bidding procedures and requirements, to postpone
the award for 30 days, to delete items from the proposal, and to
award the contract to the lowest possible bidder per each sched-
ule listed.
