On May 27, 2021 the John Day City Council adopted Resolution
21-858-06 referring a City Measure to the voters at a special election
to be held on or around August 10, 2021. On May 28, 2021 the
following ballot title was filed with the Elections Officer of John Day.
CAPTION: Five-year local option levy for law enforcement operations.
QUESTION: Shall John Day impose a tax of $50,000.00 per year for
five years to fund law enforcement operations? This measure may
cause property taxes to increase more than three percent.
SUMMARY: This measure may be passed only at an election with
at least 50 percent voter turnout. Approval of this City of John Day
measure would impose the levy through fiscal year 2025-2026. The
levy would begin fiscal year 2021-2022 at the rate of $50,000.00 per
year. All revenues from this levy will be used to fund the City’s police
department. Approval of the levy will provide continued funding for
the City’s police department, allow the City’s police department to
continue operating, and allow City to, among other things, increase
supervision, retain experienced officers, recruit and hire a new police
chief, repair and replace aging vehicles and equipment, provide
officer training, and provide sufficient funds to cover increased
training and certification costs.
The proposed rate will raise $50,000.00 in 2021-2022, $50,000.00 in
2022-2023, $50,000.00 in 2023-2024, $50,000.00 in 2024-2025, and
$50,000.00 in 2025-2026, for a total of $250,000.00. It is estimated
that the proposed tax will result in a rate of approximately $0.50 per
$1,000.00 assessed value in the first year. The estimated tax cost for
this measure is an ESTIMATE ONLY based on the best information
available from the county assessor at the time of estimate and may
reflect the impact of early payment discounts, compression, and the
collection rate.
Any elector who is dissatisfied with the ballot title may petition the
Circuit Court in Grant County to review the ballot title. The petition
must name the City of John Day Council as the respondent and state
the reasons the title filed with the Court is insufficient, not concise,
or unfair. The petition for review must be filed with Circuit Court in
Grant County no later than 5:00 p.m. on Wednesday, June 9, 2021.
Any elector filing a petition to review the ballot title must provide
written notification to the Elections Officer of the City of John Day
no later than 5:00 p.m. on the first business day after the petition is
filed with the Circuit Court.

A request for approval of a Special Procurement was presented to
and approved by the Blue Mountain Hospital District Board acting as
the Local Contract Review Board, on May 27, 2021.
The Special Procurement is a “Contract-specific special procurement”
and provides for the collection of competitive bids for the purchase
of an Electronic Medical Record.
It has been determined based on written findings that the Special
Procurement will be unlikely to encourage favoritism in the
awarding of public contracts or to substantially diminish competition
for public contracts; and substantially promotes the public interest in
a manner that could not practicably be realized by complying with
the requirements that are applicable to ORS 279B.055, 279B.060,
279B.065, or 279B.070.
