tension & 4-H Service District, County of Grant, State of Oregon
to discuss the budget for the fiscal year July 1, 2021 to June 30,
2022 will be held virtually, under the authority of the Governor’s
Executive Orders limiting public gatherings during the COVID-19
pandemic, “to hold public meetings and hearings by telephone,
video, or through some other electronic or virtual means, whenev-
er possible.” The meeting will take place on Wednesday the 26th
of May, 2021 at 11:15 a.m. and may be joined from a computer,

NOTICE OF PRELIMINARY DETERMINATION FOR
WATER RIGHT TRANSFER T-13511
T-13511 filed by Oregon Department of Fish And Wildlife, PO Box
93, 45403 Hwy 26, Dayville, OR 97825, proposes a change in
point of diversion under Certificate 25865. The right allows the
use of 1/40 cubic foot per second per acre irrigated to June 1 and
1/80 cubic foot per second per acre thereafter; further limited to
one acre-foot per calendar month to June 1 and four acre-feet per
acre during season April 1 to Sept. 30 from Flat Creek in Sec. 13,
T13S, R27E, WM for irrigation, domestic, and stock in Sects. 13
and 14, T13S, R27E, WM. The applicant proposes to move the
point of diversion within Sec. 13, T13S, R27E, WM. The Water
Resources Department proposes to approve the transfer, based
on the requirements of ORS Chapter 540 and OAR 690-380-5000.
Any person may file, jointly or severally, a protest or standing
statement within 30 days after the last date of newspaper publi-

The John Day City Council will hold a special meeting on Thurs-
day, May 27th, 6:00 P.M. at the John Day Fire Hall, located at 316
S. Canyon Boulevard, John Day, OR 97845.
The purpose of the special meeting is to hold a public hearing
and adopt findings in support of an emergency election to refer a
ballot measure to John Day voters to fund the John Day police de-
partment. The public hearing will present findings substantiating
the fact that an emergency exists that requires an election sooner
than the next available election date to avoid extraordinary hard-
ship to the community.
Following the hearing, the city council shall approval (or approve
with amendments) the findings in support of the emergency elec-
tion, and then adopt Resolution No. 21-858-06, A Resolution of
the City of John Day Adopting Certain Findings in Support of Hold-
ing an Emergency Election; and Approving Referral to City’s Elec-
tors the Question of Imposing a Five-Year Local Option Tax Levy
for Public Safety Purposes.

A public meeting of the Grant County Education Service District will be held on May, 25, 2021 at
5:15 pm at 835 S. Canyon Blvd., John Day, Oregon. The purpose of this meeting is to discuss the
budget for the fiscal year beginning July 1, 2021 as approved by the Grant County Education
Service District Budget Committee. A summary of the budget is presented below. A copy of the
