The State of Oregon, through the Department of Transportation
(ODOT), is offering for sale to the public an unimproved 2.82 acres
(+/-) parcel located 3.9 miles east of Prairie City along US Highway
26 at approximate mile point 179.48. This parcel is bisected by
Old Bates Road, is irregular shaped and identified as 12S34, Sec
32, Tax Lot 401, Account No. 9090, in Grant County assessment
records.
Sale will be by sealed bid auction with a minimum bid of $1,360.
Sealed bids may be mailed or delivered to: ODOT, Right of Way,
3012 Island Avenue, La Grande, OR 97850. Bids must be received
and receipt acknowledged before 5:00 PM Tuesday, January 26,
2021. Fax bids and late bids will not be accepted. Bids must be
accompanied by a cashier’s check for a deposit of 10% of the bid
amount. The balance of the purchase price will be due on or be-
fore Friday, Febraury 26, 2021. ODOT reserves the right to reject

Sessions
Purpose: NRCS is holding the Local Work Group Meeting via
Zoom due to the Covid 19 pandemic. We aim to gather input from
farmers, ranchers, state and federal agencies, agriculture and
conservation organizations regarding natural resource conserva-
tion priorities and opportunities to invest collaboratively in Grant
County.

the county over the past year, funding opportunities in 2021, and

Grant Weed Control will be applying herbicides on Grant County
Road Right-of-Ways for the purpose of controlling noxious weeds.
This is a reminder to adjacent landowners concerned about herbi-
cide applications that it is your responsibility to initiate a “NO SPRAY”
agreement at the Grant Soil and Water Conservation District office.

Notice is hereby given that the City of Seneca will hold a public
hearing during the regular City Council meeting on February 9th,
2021, beginning at 6:00pm, at Seneca City Hall, 106 A Avenue,
Seneca, Oregon to review the proposed Flood Damage Preven-
tion Ordinance of 2021. The Flood Damage Prevention Ordinance
of 2021 proposes to direct development in designated flood haz-
ard zones to minimize flood damage. The proposed Flood Dam-
age Prevention Ordinance of 2021 will replace Ordinance #53,
is necessary to comply with requirements of the National Flood
Insurance Program (NFIP), and will include updated Flood Insur-
ance Rate Maps (FIRMs).
Persons or parties interested or concerned with this subject matter
may appear in person at Seneca City Hall, 106 A Avenue, on Feb-
ruary 9th, 2021 beginning at 6:00pm. To facilitate social distanc-
ing and reduce meeting size you may participate via conference

Any person may testify at a scheduled public hearing, either in
person, via telephone or in writing. Written testimony may be sub-

Legal Notice of Decision for Land Management Plan Amendment
Forest Management Direction for Large Diameter Trees in Eastern Oregon
On January 12, 2021, Jim Hubbard, Undersecretary for Natural Resources and Environment, United
States Department of Agriculture, signed the final Decision Notice (DN) for Forest Management Direc-
tion for Large Diameter Trees in Eastern Oregon. The DN amends the land management plans for the
Deschutes, Fremont-Winema, Malheur, Ochoco, Umatilla, and Wallowa-Whitman National Forests in
Oregon and southeast Washington. The DN documents the rationale for approving the amendment.
The amendment replaces the 21-inch standard with a guideline that emphasizes recruitment of a
combination of old trees and large trees. Analysis of the proposed action resulted in a finding of no
significant impact on the quality of the human environment.
Legal notice of approval of the final decision was published in the Federal Register on January 15,
2021 (86 Fed. Reg. 3990). As a courtesy, legal notices of the final decision are also being published in
the Baker City Herald, Bend Bulletin, Blue Mountain Eagle, East Oregonian, and the Herald and News,
which are the newspapers of record for the affected national forests.
The Forest Management Direction for Large Diameter Trees in Eastern Oregon is effective immedi-
ately (36 CFR 219.17(a)(2)). There is no opportunity to object to the Under Secretary’s decision. A
decision signed by the Under Secretary for Natural Resources and Environment constitutes the final
administrative determination by the U.S. Department of Agriculture (36 CFR 219.51(b)).
