‘Professionalism
and ethical behavior
starts from the top’
To the Editor:
I pose this letter as food for
thought for those undecided about
who to vote for to serve as the next
sheriff of Grant County. I speak
with some credibility on the mat-
ter of law enforcement, as I recently
retired from the state police as an
area commander who worked with
many sheriffs around the state over
my 26 years with the agency.
This brings me to this Novem-
ber’s choice for Grant County sher-
iff. In a sane world, with a sheriff
who had
• One employee on sustained
administrative leave for improper
behavior with a jail inmate, and
who also was arrested for DUII
while on leave,
• One employee fired for several
alleged crimes, including attempted
rape, while employed under this
current sheriff,
• One current employee who the
sheriff recommended to lead emer-
gency operations, an agency under
a cloud of suspicion for improp-
erly spending thousands of dollars

of grant funds to be used for the
COVID-19 crisis,
• And who himself has allegedly
committed numerous ethical, if not
criminal, violations,
a person with this background of
malfeasance and lack of good judg-
ment would never be considered as
qualified to act as a sheriff.
Professionalism and ethical
behavior starts from the top, and
this current sheriff has shown a
lack of these traits as far as I can
tell over the past five years I have
been a resident of Grant County. If
employees see that the sheriff can
get away with anything without
consequence, it is much more likely
that employees will have that same
mindset.
I am under no illusion that this
letter will change the minds of
those “special deputies” and others
in his cabal who are either unaware
of, or turn a blind eye to, the unbe-
lievable actions of the current sher-
iff over the past five years. My only
hope is that enough people in this
county yearn for a professional law
enforcement agency, headed by an
ethical sheriff, who will not show
favor to those only in his “club”
but will evenly and aggressively
disperse law enforcement action to
those that deserve it.

I am Georgia Patterson, and I am

doing a write-in campaign for the
mayor of Prairie City. I worked for
the city of Prairie City for 25 years
in the Public Works Department, and
the last seven years I was the public
works director.
When I retired I got appointed to
fill an empty seat on the city council.
I have been on the city council for
the past five years. I now know both
sides of the fence.
I would like to make the city more
transparent than what it has been
these last few years. I want the citi-
zens to know what is going on, not
having to guess. I hope you will con-
sider voting for me this election year.

Mackenzie R. Clark
was convicted of third-de-
gree theft and was sen-
tenced to 12 months of pro-
bation, to serve 30 hours of
community service and to
pay $550 in fines, fees and
compensation.
Steven A. Schaffer was
convicted of two counts
of third-degree theft and
was sentenced to 15 days
in jail and to pay $400 in
compensation. A count
of third-degree theft was
dismissed.
Oregon State Police
Oct. 11: Oregon State
Police stopped a pickup near
milepost 162 on Highway 26
for multiple traffic violations.
On contact, there was a strong
odor of an alcoholic bever-
age coming from the vehicle.
The driver, Tyler A. Smith,
34, of John Day had glassy,
slightly bloodshot eyes and
droopy eyelids. He admitted
to having two drinks. Smith
consented to field sobriety
tests where he showed fur-
ther indicators of impair-
ment. OSP arrested Smith for
DUII and secured his vehicle
at the scene. OSP transported
him to the Grant County Jail
where he refused a breath test
under implied consent. OSP
applied for and was granted
a search warrant for samples
of his breath or blood. Under
the warrant, Smith provided
a breath sample with a blood
alcohol content of 0.10%.
OSP issued Smith citations
for driving under the influ-
ence of alcohol and refusing
a breath test and lodged him
at the jail.
Oct. 16: A driving com-
plaint was called in from a gas
station in Canyon City where
a driver had taken a bite from
a burrito and left the store
without paying. The atten-
dant said the driver appeared
intoxicated. Another call was
taken from someone follow-
ing the vehicle who reported
it had almost rolled over and
was unable to maintain its
lane. OSP located the vehi-
cle and stopped it near mile-
post 147 on Highway 26.
The driver, Abraham M.
Schaffer, 36, Spring Creek,
Nevada, consented to stan-
dardized field sobriety tests
and was arrested for DUII. At
the Grant County Jail, Schaf-
fer consented to a breath
test with a result of 0.18%
BAC. Schaffer was lodged
for DUII, and his vehicle
was towed by Doug’s Motor
Vehicle Repair to their lot.
