Grant County reports fourth COVID-19 case

The Grant County Health
Department has confirmed a
fourth resident has tested pos-
itive for COVID-19 in Grant
County.
The health department
has initiated contact tracing,
according to a press release.
The individual, who resides
within the 97869 zip code,
is working with health care
providers to identify close
contacts.

Kimberly Lindsay also con-
firmed that the second case
was a positive case, despite
recent rumors that the result
may have been a false positive.
“While a fourth pos-
itive is unfortunate, in
many ways it is not sur-
prising given the increases
in positive cases around
Grant County and through-
out Oregon and the United
States,” the press release
states.
The health department
encourages all residents to take
the following precautions:
• Wear mask indoors and
where a mask outdoors if
6 feet of distancing can
not be maintained.
• Wash your hands often
with soap and water for at
least 20 seconds.
• Avoid touching your
eyes, nose, or mouth with
unwashed hands.
• Cover your mouth and
nose when you cough or
sneeze.
• Stay home if you feel
ill.
After someone contracts
COVID-19, illness usually
develops within 14 days.
Symptoms include:
• Fever or chills
• Cough
• Shortness of breath or
difficulty breathing
• Fatigue
• Muscle or body aches
• Headache
• New loss of taste or
smell
• Sore throat
• Congestion or runny
nose
• Nausea or vomiting
• Diarrhea
A woman’s death in
a house fire near Long
Creek Monday is being
investigated as arson,
according to a Wednesday
press release from Grant
County Sheriff Glenn
Palmer.
The body of Susan Car-
ter, 72, was discovered
inside her “mobile home
type structure” on Car-
ter Lane near Long Creek
after it became engulfed in
flames, Palmer said.
The Grant County Sher-
iff’s Office received a
report of the burning home
at about 5 a.m. Monday
morning, and both the Long
Creek fire department and
ambulance were dispatched
to the scene. The sheriff’s
office and Oregon State
Grant County Sheriff
Glenn Palmer
Fire Marshal’s Office also
responded.
During a subsequent
investigation, authorities
learned that Carter had
gone to the Pendleton area
late last week and returned
home on Saturday.
Members of the state
fire marshal’s office and
an arson investigator with
the Oregon State Police
began an investigation into
the cause of the fire when
Carter was located in the
burned home.
Both the Grant County
Major Crimes Team and
the OSP Major Crimes
Team have joined the
investigation, which is
ongoing.

Aug. 2: OSP stopped a
vehicle on Highway 395C
near milepost 6 that had been
called in for reckless driving.
The driver exhibited signs of
impairment and consented to
standard field sobriety tests.
The driver performed very
poorly on the tests and was
arrested for driving under
the influence of intoxicants
and transported to the Grant
County Jail. The driver con-
sented to a breath test, which
had a final result of 0%. The
driver consented to a drug rec-
ognition expert exam, which
determined the driver was
not under the influence of
drugs, but was having medical
issues. The driver was cited in
lieu of custody for DUII and
reckless driving. Arrange-
ments were made to keep her
from driving.
Aug. 2: OSP stopped a
vehicle on Highway 26 near
milepost 162 for a traffic vio-
lation. The driver, Jason E.
Moore, 46, Turner, had a fel-
ony warrant out of Umatilla
County for failure to appear.
OSP arrested Moore on the
warrant and transported him
to the Grant County Jail where
he was lodged. OSP issued
him a citation for a driving
while suspended violation.
The vehicle was left at the
scene with a passenger.
Aug. 7: OSP was in the Sin-
clair gas station near milepost
161 on Highway 26. OSP was
in line behind Travis J. Fre-
niere, 34, of John Day whose
driving status OSP knew to be
suspended as well as not hav-
ing insurance. OSP also knew
Freniere is frequently cited for
driving while suspended and
having no insurance by the
John Day Police Department.
OSP watched Freniere pay for
his items and then while in
front of OSP, walked out to his
vehicle, got in and drove off.
