Notice of Budget Committee Meeting
A public meeting of the Budget Committee of the Grant County Ex-
tension & 4-H Service District, County of Grant, State of Oregon
to discuss the budget for the fiscal year July 1, 2020 to June 30,
2021 will be held virtually, under the authority of the Governor’s
Executive Order 20-16, which requires local governments, during
the COVID-19 emergency period, “to hold public meetings and
hearings by telephone, video, or through some other electronic or
virtual means, whenever possible.” The meeting will take place on
Wednesday the 27th of May, 2020 at 1:30 p.m. and may be joined
from a computer, tablet or smartphone by Zoom https://oregon-

The purpose of the meeting is to receive the budget message, and
to receive comment from the public on the budget. This is a pub-
lic meeting where deliberation of the Budget Committee will take
place. Any person may appear virtually at the meeting and discuss
the proposed programs with the Budget Committee. A copy of the

BLUE MOUNTAIN EAGLE
The South Silvies Complex Grazing Allotments project prelimi-
nary environmental analysis is now available for public review and
comment. The Malheur National Forest, Emigrant Creek Ranger
District, is proposing to implement decisions regarding rangeland
management actions on the Big Sagehen, Bridge Creek, and Sil-
vies grazing allotments. District Ranger Joshua Giles is the Re-
sponsible Official for this project. The analysis area is located
about 18 miles north of Burns, Oregon in Grant and Harney coun-
ties, and encompasses about 38,061 acres in size, located within
the Silvies River watershed. The Emigrant Creek Ranger District
proposes modifications to grazing practices, changes to pasture
boundaries, and the addition of structures and improvements to
meet the purpose and need to reflect current management direc-
tion, policies, other applicable laws and regulations, and to ad-
dress resource concerns to achieve desired conditions.
The preliminary environmental assessment (EA) can be accessed
on the Forest Service website at
https://www.fs.usda.gov/project/?project=52366. Additional proj-
ect information is located at this website. A paper copy of the envi-
ronmental assessment, or other project records, can be obtained

Mailed, facsimile (FAX), hand-delivered, and electronic comments
concerning this action will be accepted for 30 calendar days fol-
lowing publication of this notice in the newspaper of record for the
Emigrant Creek Ranger District, which is the Burns Times Herald,
Burns, Oregon. The publication date in the newspaper of record
is the exclusive means for calculating the comment period for this
proposal. Those wishing to comment should not rely upon dates or
timeframe information provided by any other source.
Written comments concerning the project must be submitted to:

4398. Hand-delivered comments must be submitted during busi-
ness hours, 8:00 am-11:30 am and 12:30 pm-4:30 pm, Monday
through Friday, excluding holidays to the Emigrant Creek Ranger
District, 265 Highway 20 South, Hines, Oregon. Electronic com-
ments must be submitted in a format such as an email message,
plain text (.txt), rich text (.rtf), or word (.doc) to
comments-pacificnorthwest-malheur-emigrantcreek@usda.gov. If
no identifiable name is attached to a comment, a verification of
identity will be required for objection eligibility. In cases using an
electronic message, a scanned signature is one way to provide
verification. E-mails submitted to e-mail addresses other than the
one listed above, in other formats than those listed, or containing
viruses will be rejected. Only those who submit timely and spe-
cific written comments regarding the proposed project or activity
during a public comment period established by the responsible
official are eligible to file an objection. It is the responsibility of per-
sons providing comments to submit them by the close of the com-
ment period and ensure that their comments have been received.
Individuals and organizations wishing to be eligible to object must
meet the information requirements of 36 CFR 218.

AMENDED NOTICE OF BUDGET COMMITTEE MEETING
A public meeting of the Budget Committee Grant County School Dis-
trict #8C, Grant County, State of Oregon, to discuss the budget for
the fiscal year July 1, 2020 to June 30, 2021 will be held at the Mon-
ument School District. The meeting will take place on the 28th day
of May, 2020 at 6:30 PM. The purpose of the meeting is to receive
the budget message and to receive comment from the public on the
budget. In response to the current health emergency resulting from
the COVID-19 pandemic, the District facilities are currently closed
to the public and meetings are being held electronically. If you are
