OREGON TELEPHONE CORP PUBLIC NOTICE
Lifeline service is a government program designed to make
monthly residential telecommunication services more affordable
to eligible low-income customers. Customers who are eligible for
the Lifeline program are also eligible for toll blocking at no addi-
tional charge.
The Federal Lifeline discount can be applied to qualifying voice or
broadband services. In order to be eligible for the Federal Lifeline
discount, a customer’s annual household income must be at or
below 135% of the Federal Poverty Guidelines or a customer must
participate in one of the following programs: Supplemental Nutri-
tion Assistance Program (SNAP); Medicaid; Supplemental Secu-
rity Income (SSI); Federal Public Housing Assistance; Veterans
Pension & Survivors Pension; or qualifying Tribal Programs.
Lifeline is a non-transferable service and eligible subscribers may
receive assistance from only one wireline or wireless telecommu-
nications provider per household. Only eligible customers may
enroll in the program. Customers are required to submit a Lifeline
application form and will be required to certify continued eligibility
annually. Customers who willfully make false statements in order
to obtain Lifeline benefits can be punished by fine or imprisonment
or can be barred from the program.
Basic services are offered to all customers in Oregon Telephone
Corp. service territories at the rates, terms, and conditions spec-
ified in Oregon Telephone Corp’s tariff. If you have any questions

INVITATION TO BID
Notice is hereby given that Grant County will receive sealed Bids for
the Trowbridge Pavilion Improvements Project in accordance with
the Invitation to Bid, Bid Form, General Conditions, Specifications
and Drawings.
Sealed Bids will be received by mail addressed to STRUX Engineer-
ing LLC, PO Box 324, Prairie City, OR 97869, emailed to levi@strux-
engineering.com, or in person to the Owner’s Representative until
5:00 PM local time on Friday, May 22nd, 2020. Bids shall be clearly
marked “Trowbridge Pavilion Improvements Project.”
The work shall consist of repairs and improvements to the Grant
County Trowbridge Pavilion. The work items include, foundation re-
pair, bathroom replacement, floor replacement, and construction of a
new entry way as referred to in the construction plans and
specifications.
Site Visits may be conducted by appointment only by contacting the
Owner’s Representative. Additional access to the site will be pro-
hibited.
The Project Manual may be obtained by contacting the Owner’s
Representative, Levi Voigt of STRUX Engineering at 541.620.8071

Progress for this work shall begin no earlier than September
4st, 2020 and be completed no later than November 21st, 2020.
Substantial Completion of the project shall occur no later than
November 14th, 2020.
Bidders shall be licensed with the State of Oregon Construction
Contractors Board (CCB) prior to Bidding on this Contract and each
Bid must contain the Bidder’s CCB Registration Number. Failure to
comply with this requirement shall result in bid rejection.
The COUNTY may reject any Bid not in compliance with all pre-
scribed public bidding procedures and requirements, and reserves
the right to reject for good cause any or all bids in whole or in part
upon the finding of The COUNTY that it is in the best interest to do
so, to waive irregularities not affecting substantial rights, and to post-
pone the award of the work as necessary for a period of time not to
extend beyond thirty (30) days from the Bid Opening date. Bid prices
quoted shall remain firm for a period of thirty (30) days from the date
of Bid Opening.

City of John Day
A public hearing of the John Day City Council will be held on

INVITATION TO BID

2019 SCA Grant Road Work
Formal quotes for the “City of Seneca – 2019 SCA Grant Road Work”
will be received by the City of Seneca until 2:00 P.M. local time on
May 5th,2020. Formal quotes will be reviewed by the City Manag-
er and Public Works Department for compliance and a recommen-
dation made to the Seneca City Council (acting as contract review
board) for approval.
The point of contact for this procurement will be either Amanda Born

may arise regarding quote procedures or specifications shall be di-

The work consists of the following construction: Project includes re-
construction of two public roads: North Bridge Road and Freemont
Road. Both roads need to be regraded, rocked, graveled and sealed
for dust abatement.
Contracts will be awarded to the formal quote meeting all the require-
ments of the submission, qualifications, references, specifications,
and offering the total lowest price. The City of Seneca reserves the
right to withdraw any item(s) from the award if it is in their best inter-
est. City of Seneca may cancel this procurement or reject any or all
bids in accordance with ORS 279B.100.

INVITATION TO BID
SOUTHSIDE WIND CREEK FENCE PROJECT
Individually sealed bids will be received from qualified vendors by
Grant Soil and Water Conservation District (hereinafter called DIS-
TRICT), at 721 South Canyon Boulevard, John Day, Oregon 97845
until 3:00 PM PST, May 13, 2020 for the construction of approximate-
ly 1.3 miles of wire fence along Wind Creek in Grant County, Oregon.
Immediately thereafter, Bids will be publicly opened. The full Invita-
tion To Bid package, including all Addenda may be obtained through
the project point of contact, Kyle Sullivan at 541-575-0135 ext. 111
or e-mail sullivank@ortelco.net, by visiting the DISTRICT Office at
above address, or at the DISTRICT’S website www.grantswcd.net.
The Project location is approximately 16 miles south of Dayville, Or-
egon. All work associated with this Invitation To Bid must be com-
pleted within a 60 day performance period. Liquidated damages of
$100 per day will apply to the contract resulting from this Invitation
To Bid, upon the contractor’s failure to complete the work within the
specified time.
This Invitation to Bid and the resulting Contract are subject to
the provisions of the Federal Davis-Bacon Act (40 U.S.C. 3141 et
seq.) and Oregon Revised Statutes 279C.800 through 279C.870
relative to Oregon Prevailing Wage Rate Law.
A voluntary pre-bid conference and tour of the work area will be con-
ducted May 5, 2020 at 9:00 AM (PST). The tour will initiate from
the Dayville Rest Stop, located adjacent to Highway 26, on the east
end of the City of Dayville, Oregon. Bidders must provide their own
transportation.
Bidders are not required to attend this voluntary pre-bid con-
ference and tour, but with the complexity of this project it is
strongly recommended that bidders or their representatives
attend.
Individually sealed envelopes or packages containing bids and
supporting data as stipulated in the instructions to Bidders shall be
clearly marked with the vendor’s name and the fence project name,

should be forwarded by certified mail, return receipt requested, ad-
dressed to the DISTRICT as shown above, in care of Pat Holliday,

be considered. Bids may be withdrawn or modified in writing at any
time prior to bid opening, following the guidelines established in the
Invitation to Bid.
The DISTRICT may reject any Bid not in compliance with all pre-

T-10898 filed by Blue Mountain Angus, LLC, 64444 Indian Creek

tificate 25844 allows the use of 1/40th of one cfs per acre irrigated to

injury of an instream water right. The Department is seeking rec-
ommendations from ODFW and OPRD under OAR 690-380-5050.
T-10898 will be denied unless ODFW and OPRD recommend the
Department consent to injury of the instream right because T-10898
would result in a net benefit to the resource, and no protests are filed.
