Seneca Budget Committee Member Needed
The City of Seneca is seeking one candidate for appointment for position to the Seneca Budget Commit-
tee. The candidate must be a qualified elector under the state constitution and shall have resided in the
City during the twelve (12) months immediately before being appointed to the committee. The appoin-
tee’s term runs from the time of his or her appointment and for 2 years after appointment, for a total of 3
consecutive fiscal budget years. Meetings will be virtual.

NOTICE OF BUDGET COMMITTEE MEETING
A public meeting of the Budget Committee of the Dayville School
District 16J, Grant, State of Oregon, to discuss the budget for the
fiscal year July 1, 2020 to June 30, 2021, will be held at the Dayville
School Computer Lab, 285 School House Dr., Dayville, Oregon.
The meeting will take place on May 4, 2020 at 7:00 p.m.
The purpose of the meeting is to receive the budget message
and to receive comment from the public on the budget. Due to
the Governor’s executive order regarding the COVID-19 pandem-
ic, the District facilities are currently closed to the public and the
meetings are being held electronically. On or before May 1, 2020,
please call 541-987-2412, extension 102, for instructions on elec-
tronic connection information.
A copy of the budget document may be inspected or obtained on
or after April 29, 2020 at the Dayville School District 16J office 285
School House Rd between the hours of 8:00 AM to 4:00 PM.

INVITATION TO BID
City of Seneca
2019 SCA Grant Road Work
Formal quotes for the “City of Seneca – 2019 SCA Grant Road Work”
will be received by the City of Seneca until 2:00 P.M. local time on
April 28th,2020. Formal quotes will be reviewed by the City Manag-
er and Public Works Department for compliance and a recommen-
dation made to the Seneca City Council (acting as contract review
board) for approval.
The point of contact for this procurement will be either Amanda Born
or Shane Koppel at the City of Seneca. All questions or issues that
may arise regarding quote procedures or specifications shall be
directed to these contacts. Contact the City of Seneca to request
bid packets at PO Box 208, Seneca, Oregon 97873 (Phone 541-
542-2161, Fax 877-688-0015, email: admin@senecaoregon.com, or
www.senecaoregon.com).
Formal quotes shall be clearly marked “City of Seneca – 2019 SCA
Grant Road Work” and shall be delivered or mailed and received be-
fore the above hour and date to City of Seneca, 106 A Ave, PO Box
208, Seneca, OR 97873.
No pre-bid site visits will be scheduled as these are public roads. All
bidders are strongly encouraged to review the sites prior to bidding.
Any errors or omissions made as a result of not reviewing the sites
ahead will not be grounds for additional compensation.
The work consists of the following construction: Project includes re-
construction of two public roads: North Bridge Road and Freemont
Road. Both roads need to be regraded, rocked, graveled and sealed.
Contracts will be awarded to the formal quote meeting all the require-
ments of the submission, qualifications, references, specifications,
and offering the total lowest price. The City of Seneca reserves the
right to withdraw any item(s) from the award if it is in their best inter-
est. City of Seneca may cancel this procurement or reject any or all
bids in accordance with ORS 279B.100.

INVITATION TO BID
Notice is hereby given that Grant County will receive sealed Bids for
the Trowbridge Pavilion Improvements Project in accordance with
the Invitation to Bid, Bid Form, General Conditions, Specifications
and Drawings.
Sealed Bids will be received by mail addressed to STRUX Engineer-
ing LLC, PO Box 324, Prairie City, OR 97869, emailed to levi@strux-
engineering.com, or in person to the Owner’s Representative until
5:00 PM local time on Friday, May 22nd, 2020. Bids shall be clearly
marked “Trowbridge Pavilion Improvements Project.”
The work shall consist of repairs and improvements to the Grant
County Trowbridge Pavilion. The work items include, foundation re-
pair, bathroom replacement, floor replacement, and construction of a
new entry way as referred to in the construction plans and
specifications.
Site Visits may be conducted by appointment only by contacting the
Owner’s Representative. Additional access to the site will be pro-
hibited.
The Project Manual may be obtained by contacting the Owner’s
Representative, Levi Voigt of STRUX Engineering at 541.620.8071
or email at levi@struxengineering.com.
Progress for this work shall begin no earlier than September
4st, 2020 and be completed no later than November 21st, 2020.
Substantial Completion of the project shall occur no later than
November 14th, 2020.
Bidders shall be licensed with the State of Oregon Construction
Contractors Board (CCB) prior to Bidding on this Contract and each
Bid must contain the Bidder’s CCB Registration Number. Failure to
comply with this requirement shall result in bid rejection.
The COUNTY may reject any Bid not in compliance with all pre-
scribed public bidding procedures and requirements, and reserves
the right to reject for good cause any or all bids in whole or in part
upon the finding of The COUNTY that it is in the best interest to do
so, to waive irregularities not affecting substantial rights, and to post-
pone the award of the work as necessary for a period of time not to
extend beyond thirty (30) days from the Bid Opening date. Bid prices
quoted shall remain firm for a period of thirty (30) days from the date
of Bid Opening.
