PUBLIC NOTICE
At the February 26, 2020 Grant County Court meeting, the Coun-
ty Court approved and initiated the following projects for funds re-
ceived to the County from the Secure Rural Schools and Commu-
nity Self-Determination Act commonly known as Title III. The funds
were received in April 2019. A copy of the initiation can be requested
from the Grant County Court at 201 S Humbolt, Suite 280, Canyon
City OR 97820 between the hours of 8:00 am and 4:00 pm Monday
through Friday, or by emailing puckettk@grantcounty-or.gov. The
amount of the initiation is $75,255.49 as verified by the Grant County
Treasurer.
Project 1: Firewise Communities Program
$5,000.00
“To carry out activities under the Firewise Communities program to
provide to homeowners in fire-sensitive ecosystems education on,
and assistance with implementing, techniques in home siting, home
construction, and home landscaping that can increase the protection
of people and property from wildfires.”
Project 2: Search and Rescue (Sheriff’s Office) $50,000.00
Emergency Management Services
$15,000.00
“To reimburse the participating county for search and rescue and
other emergency services, including firefighting and law enforce-
ment patrols, that are performed on national forests 45 days after
the date on which the use was published as required in section 302
(b) and that are paid for by the participating county. To cover training
costs and equipment purchases directly related to the emergency
services described in the above paragraph.”
Project 3: County Community Wildfire Protection Plan (CWPP)
$5,255.49
“To develop community wildfire protection plans in coordination with
the Forest Service acting on behalf of the Secretary of Agriculture.
Monitoring and updating an existing community wildfire protection
plan is a reasonable interpretation of the ‘developing’ a plan in a
dynamic environment where vegetation and other landscape con-
ditions are continuously changing through natural processes or
through human activity.” Includes Umatilla, Walla Walla/Whitman,
Ochoco and Malheur National Forests.
A 45-day comment period is opened from the date of this publica-
tion, March 25, 2020. Individuals wishing to comment on this initi-
ated projects may do so by delivering their comments in person, or
by sending their comments in writing to Grant County Court, 201
S Humbolt, Canyon City OR 97820, or emailing them to puckettk@
grantcounty-or.gov. All comments must be received by 4:00 pm PST
on Monday, May 11, 2020.

THREE PUBLIC HEARINGS WILL BE HELD during the regular city
council meeting scheduled on the 14th of April, 2020 at 6:00pm at
the Seneca City Hall. The public meeting will give the citizens of
Seneca an opportunity to become familiar with the ordinances up for
adoption. Ordinance #98: Amending the Comp Plan and Zoning in
Regards to deactivating the Seneca Emergency Airstrip. Ordinance
#99: Adoption of Regulations Regarding Short-Term Housing. Or-

NOTICE OF BUDGET
COMMITTEE MEETING
A public meeting of the Budget Committee of the City of Long Creek,
County of Grant, State of Oregon, to discuss the budget for the fiscal
year July 1, 2020 to June 30, 2021 will be held at the Communi-
ty Hall, 270 West 2nd, Long Creek, Oregon. The meeting will take
place on the 9th day of April 2020 at 6 pm.
The purpose of the meeting is to receive the budget message and to
receive comment from the public on the budget. A copy of the budget
document may be inspected or obtained on or after April 2, 2020 at
City Hall during regular office hours.
This is a public meeting where deliberation of the budget committee
will take place. Any person may appear at the meeting and discuss
the proposed programs with the budget committee.

Grant County
In accordance with ORS 250.175, notice is hereby given on March
19, 2020 the County Elections Officer received the following Ballot
Title for a prospective initiative. The prospective initiative petition
was determined to comply with the Constitutional requirements.
In accordance with ORS 250.168(4) an elector dissatisfied with the
determination may file a petition for review in the Grant County Cir-
cuit Court no later than 5pm, March 30, 2020 (seven business days).
Ballot Title Caption: County Court Required to Meet and Discuss
Relocating Idaho Border
Question: Are you in favor of requiring the Grant County Court to
meet and discuss relocating into the State of Idaho?
Summary: Referendum Petition No. 12-77 proposes a requirement
for the Grant County Court to meet on the first Wednesday of every
April, August, and December to discuss whether it is in the best in-
terest of Grant County to promote the relocation of the Oregon-Idaho
border such that Grant County would become part of the State of
Idaho. This petition is a part of the “Greater Idaho” effort, which is a
movement advocating for the adjustment of the current state bound-
aries of Idaho, Oregon, and California, thereby increasing the size of
Idaho to encompass several rural counties that currently fall within
the boundaries of Oregon and Northern California. Grant County is
one of the nineteen Oregon counties the effort seeks to have moved
into the jurisdiction of the State of Idaho. This petition seeks to man-
date that the Grant County Court hold three meetings a year for the
specific purpose of discussing the merit of promoting the relocation
of the Idaho border to encompass Grant County within the State of
Idaho.
