95693, proposes changes in place of use and character of use under
Certificate 25072. Certificate 25072 allows the use of 1.87 cubic foot
per second from the John Day River from Island Ditch in Sec. 22,
T13S, R34E, WM for irrigation in Sec. 22, and from Cooley Ditch in
Sec. 26, T13, R34E WM for irrigation in Sects. 22, 26 and 27. The
applicant proposes to create a time-limited instream use in John Day
River from the points of diversion to approximately River Mile 247 at
a maximum of 0.60 cfs from the Cooley Ditch and 0.42 cfs from the
Island Ditch. The Water Resources Department proposes to approve
the transfer, based on the requirements of ORS Chapter 540, OAR
690-380-5000 and OAR 690-077-0075.
