Pendleton
company gets
the job

The Grant County Court
voted Nov. 6 to have a con-
tractor replace the court-
house’s aging roof.
After years of repairing
the roof to prevent leaks,
the combination of time,
wear and tear have forced
the county court to declare
an emergency — the roof
needs to be replaced before
it begins to rain and snow.
The next time it rains or
snow melts, the roof will
leak, said Grant County
Judge Scott Myers.
Palmer Roofing Com-
pany from Pendleton will
replace the roof and add 2
inch polyISO insulation.
When talking about the
bids, Darrell McKrola, an
independent contractor in
Grant County, shared his
concern with this project
going to a company outside
of the county.
“To me, as a Grant
County citizen, it’s a lit-
tle frustrating watching
that kind of work go to a
guy from Pendleton without
much notice or opportunities
for the local guys,” McK-
rola said.
McKrola said that this
would be a project that he
could do, but he would not
be available to work on
the project until Decem-
ber because he already
made commitments. Since
the roof is in a vulnerable
condition, the court had to
move forward with a team
that can begin working as
soon as possible.
“I know that we’ve dis-
cussed this many times
before about keeping work
local as much as possi-
ble and I would really like
to do that, but then again,
what if a storm happens?”
said Commissioner Sam
Palmer.

Orville C. Casey
Former John Day resident Orville C. Casey, 86, died
in Medford on Oct. 15. He was born Oct. 4, 1933.
Casey and his wife, Darlene, lived in John Day from
1993-98.
Services will be held at Eagle Point National Ceme-
tery at 2 p.m. Friday, Nov. 15, with a reception following.
Wayne Leroy McKinnis
With great sadness, we announce the death of Wayne
Leroy McKinnis. He died peacefully at his assisted living
home in Medford on Tuesday, Nov. 5.
Wayne was born in Summerville to Ralph and Hazel
McKinnis. He was the middle of five siblings: brothers,
Harold, Myron, Maurice and sister, Shirley. Wayne grad-
uated from Grant Union High School in John Day where
he was a proud member of the 1943 state champion foot-
ball team.
He joined the Navy and was sent to Guam and Hawaii
during WWII, where he served as a radio dispatcher. After
serving his country, he returned to John Day and began his
career working at the Chevrolet and Ford dealerships.
Wayne married Alice in 1955 and raised their family
in John Day. He loved to hunt and fish, and left his family
with many fond memories of camping adventures. He was
an avid fly fisherman, traveling to Alaska most summers
for over 20 years to visit his daughter, grandchildren and
go fishing with the bears at Brooks Camp.
After retiring, Wayne and Alice moved to Bend. He
loved following and attending his grandchildren’s sport-
ing events and activities. Wayne and Alice spent their last
years in an assisted living facility in Medford being closer
to their son, Brian.
Wayne was preceded in death by his wife Alice in
2018; son, Doug White; and daughter, Beverly Smith. He
is survived by his sons, Robert McKinnis, Brian McK-
innis (Nancy) and Dave White; and daughter, Sandy
Durrell (Brian); along with 11 grandchildren; and eight
great-grandchildren.
A celebration of life is planned for Friday, Nov. 29, at
the home of his son, Brian, in Talent. Plans are pending
for an internment celebration for Wayne and Alice in John
Day in the coming year. Funeral arrangements are being
made by Rogue Valley Funeral Alternatives of Medford.

Courthouse.
A majority of the fans on the roof will be taken out since they
are old and have been the source of many leaks.
December when they try to
rip the roof off in a foot of
snow?” Commissioner Jim
Hamsher said.
When looking for bids,
Myers said that he did con-
sider local contractors for
the new roof.
“I know most of the
contractors in town and
I didn’t know that Dar-
rell had experience with
mop roofs,” said Myers.
“I’ve called Smuckers
and other contractors in
town. I’m a licensed roofer

and I wouldn’t even con-
sider taking that project on
myself.”
The bid for the new roof
is $179,995 and will be paid
from the courthouse reserve
funds. According to Myers,
Palmer Roofing will begin
work on the roof right away,
but no date has been set as
to when the project will end.
Myers estimates that the
project could take up to a
week to complete.
While the bid was
approved by Palmer and
Myers, Hamsher voted no in
order to continue looking at
bids until Friday.
