2019 Prairie city Street Improvements
ADVERTISMENT FOR BIDS
Sealed bids for the “2019 Prairie City Street Improvements” will be
received by the City of Prairie City until 2:00 P.M. local time on Sep-
tember 10th, 2019. Bids will be opened and read aloud at the above
time and date at the City Hall, in Prairie City, Oregon.
The point of contact for this procurement will be the Public Works
Director, Chris Camarena or Project Engineer. All questions or is-
sues that may arise regarding bidding, bid award process, or spec-
ifications shall be directed to the Public Works Director or Project
Engineer. The official response to any questions or request will be
through the addendum process outlined in the bid documents. To
request bid packets or examine, contact Sisul Engineering, 158 E.

Proposals shall be clearly marked “Bid for 2019 Prairie City Street
Improvements” along with time and date of bid opening and shall be
delivered before the above hour and date to Prairie City, City Hall,
133 S Bridge St., Prairie City, Oregon or mailed and received before
the above hour and date to P.O. Box 370, Prairie City, Oregon 97869
to the attention of Chris Camarena.
The work consists of the following construction:
Schedule A includes all materials, labor, and equipment
for approximately 55,000 lf of crack sealing asphalt cracks less than
1.5 inches wide and 2100 lf of crack greater than 1.5 inches to be
poly-patched or other approved method.
Schedule B includes all materials, labor, and equipment
for to repair miscellaneous trench cuts and miscellaneous repairs.
Contractor is responsible for saw cutting existing A.C., removal of
existing A.C., excavation as directed and placement of new ¾”-0”
base rock. There is approximately 1800 sq.ft. of repairs in 8 loca-
tions.

575-3777. Any Addenda will be emailed with a conformation cover
sheet to all potential bidders having contract documents.
All proposals shall be made on proposal forms, accompanied by
completed Bidder’s Certification Statements, Bidders Performance
and Payment Bond Statement, First-Tier Subcontractor Disclosure
Form (within two hours of bid closing), and accompanied by a bid
bond equal to ten percent (10%) of the total bid to be forfeited to
the Owner in the event of failure of the Contractor to execute the
contract. A one hundred percent (100%) performance bond and pay-
ment bond will be required to guarantee the faithful performance of
the contract.
The Contract is for public work subject to ORS 279.348 to 279.380.
The Owner reserves the right to reject any or all bids if it is in the
public interest to do so, may reject any bid not in compliance with
all bidding procedures and requirements, to postpone the award for
30 days, to delete certain items from the proposal, and to award the
contract to the lowest possible bidder.

INVITATION TO BID
MARX MAC CREEK 2019 FENCE PROJECT
Individually sealed bids will be received from qualified vendors by
Grant Soil and Water Conservation District (hereinafter called DIS-
TRICT), at 721 South Canyon Boulevard, John Day, Oregon 97845
until 3:00 PM PST, September 18, 2019 for the construction of
approximately 1.6 miles of wire fence along Mac Creek in Wheel-
er County, Oregon. Immediately thereafter, Bids will be publicly
opened. The full Invitation To Bid package, including all Addenda
may be obtained through the project point of contact, Kyle Sullivan at
541-575-0135 ext. 111 or e-mail sullivank@ortelco.net, by visiting the
DISTRICT Office at above address, or at the DISTRICT’S website
www.grantswcd.net.
The Project location is approximately 11 miles east of Mitchell, Or-
egon. All work associated with this Invitation To Bid must be com-
pleted within a 60 day performance period. Liquidated damages of
$100 per day will apply to the contract resulting from this Invitation
To Bid, upon the contractor’s failure to complete the work within the
specified time.
This Invitation to Bid and the resulting Contract are subject to
the provisions of the Federal Davis-Bacon Act (40 U.S.C. 3141 et
seq.) and Oregon Revised Statutes 279C.800 through 279C.870
relative to Oregon Prevailing Wage Rate Law.
A voluntary pre-bid conference and tour of the work area will be
conducted September 10, 2019 at 10:00 AM (PST). The tour will
initiate at the project site located between MP 78 and 79 at the gate
on the northside of Hwy 26 in Wheeler County. Bidders must provide
their own transportation.
Bidders are not required to attend this voluntary pre-bid con-
ference and tour, but with the complexity of this project it is
strongly recommended that bidders or their representatives
attend.
**SPECIAL NOTE**
ALL FENCING ASSOCIATED WITH THIS PROJECT WILL BE
CONSTRUCTED WITH STEEL FENCE STRUCTURES, REQUIR-
ING THE CONTRACTOR TO PERFORM FIELD STEEL FABRICA-
TION AND WELDING SERVICES.
Project will require the use of a mechanized post pounder and
rock drill to install steel pipe and tee post installations in accor-
dance with Contract Specifications.
Individually sealed envelopes or packages containing bids and
supporting data as stipulated in the instructions to Bidders shall be
clearly marked with the vendor’s name and the fence project name,

should be forwarded by certified mail, return receipt requested, ad-
dressed to the DISTRICT as shown above, in care of Pat Holliday,
and likewise shall be clearly marked or endorsed as stated herein.
Bids received after the time established for receipt of bids will not
be considered. Bids may be withdrawn or modified in writing at any
time prior to bid opening, following the guidelines established in the
Invitation to Bid.
The DISTRICT may reject any Bid not in compliance with all pre-
scribed public bidding procedures and requirements and reserves
the right to reject for good cause any or all Bids in whole or in part
upon the finding of the DISTRICT that it is in the public interest to
do so, to waive irregularities not affecting substantial rights, and to
postpone the award of the work as necessary for a period of time
not to extend beyond thirty (30) days from the Bid Opening Date. Bid
prices quoted shall remain firm for a period of thirty (30) days from
the date of Bid Opening.
The apparent successful Bidder shall provide all required proofs of
insurance, furnish all applicable security bonds, and other specified
deliverables to the DISTRICT within twelve (12) calendar days from
date the Intent-to-Award Announcement is issued by the DISTRICT.
Failure to present the required documents within this period may re-
sult in Bid rejection.
