Reconstruct Corporate Apron

FAA/AIP Project No: 3-41-0028-012-2019
will be received by the Owner at the Grant County Court, Attention:
Kim Puckett, Court Secretary, 201 S. Humbolt Street, Ste. 280, Can-
yon City, Oregon 97820 until 2:00 p.m. PDT, Wednesday, August
15th, 2019 and then at said location and time, publicly opened and
read aloud.
Work associated with proposed improvements is generally de-
scribed as follows:
SCHEDULE A: Reconstruct Corporate Apron (AIP)
SCHEDULE B: Reconstruct Corporate Apron (Non-AIP)
Schedule A will consist of the demolition of the Corporate Apron,
replacing the existing failing pavement section with a new asphalt
pavement section with increased strength and improved drainage.
Additional work items include removing and replacing apron tie-
downs, and re-striping the apron to meet FAA design standards.
Schedule B will consist of the demolition of the non-AIP eligible por-
tion of the Corporate Apron, replacing the existing failing pavement
section with a new asphalt pavement section with increased strength
and improved drainage.
Construction is anticipated to start in spring/summer of 2020.

of the Engineer, T-O Engineers, 2471 S. Titanium Place, Meridian,
Idaho 83642-6703, (208) 323-2288 and at the office of the Grant
County Clerk, Grant County Courthouse, 201 S. Humbolt Street,
Ste. 290, Canyon City, Oregon 97820.
The Contract Documents will be made available after 2:00 p.m. PDT,
Wednesday, July 24th, 2019. Interested bidders may obtain bid doc-

ordered in hard copy format for purchase at cost (nonrefundable).

A Prebid Conference will be held at 2:00 p.m. PDT, Wednesday, Au-
gust 7th, 2019 at the Grant County Regional Airport, 72000 Airport
Road, John Day, Oregon 97845. Attendance is recommended, not
mandatory.
A Bid Guaranty, payable in cash, by cashier’s check, certified check
or bid bond, of 5 percent of the BID AMOUNT is required. Sepa-
rate Performance and Payment Bonds each in the amount of 100
percent of the CONTRACT AMOUNT will be required. Each bidder
must supply all the information required by the Bid Documents and
Specifications.
Prospective Contractors are notified that the work under this Con-
tract is funded in part by a grant from the Federal Aviation Admin-
istration and as such is subject to Executive Order 11246, 41 CFR
Part 60-4, and Equal Employment Opportunity (EEO) and Federal
Labor Provisions. The Contractor will be required to comply with all
applicable Federal and State Equal Employment Opportunity Laws
and Regulations. To be eligible for award, the Contractor must agree
to comply with the Affirmative Action Requirements and Minimum
Wage Rates identified in the Contract Documents.
This solicitation and any resulting contract are subject to the Buy
America requirements of 49 USC Section 50101.
This solicitation and any resulting contract are subject to the Trade
Restriction Clause 49 CFR Part 30 and 49 USC Section 50104.
This project is a public improvement subject to the prevailing wage
requirements of the Davis-Bacon Act 2 CFR Part 200, Appendix II
(D) and 29 CFR Part 5, and ORS 279C.800 to 279C.870.
The bidder certifies, by submission of a proposal that neither it nor
its principals is presently debarred, suspended, proposed for debar-
ment, declared ineligible, or voluntarily excluded from participation
in this transaction by any Federal department or agency. The bidder
with the successful bid further agrees to comply with Title 2 CFR Part
1200 and Title 2 CFR Part 180 (Subpart C) and DOT Order 4200.5.
This contract is covered by the Drug Free Workplace Act of 1988.
All Contractors subject to the Drug-Free Workplace Act of 1988 are
required to provide a drug-free workplace.
Grant County, Oregon (Grant County Regional Airport), in accor-
dance with the provisions of Title VI of the Civil Rights Act of 1964
(78 Stat. 252, 42 USC §§ 2000d to 2000d-4) and the Regulations,
hereby notifies all bidders that it will affirmatively ensure that any
contract entered into pursuant to this advertisement, disadvantaged
business enterprises will be afforded full and fair opportunity to sub-
mit bids in response to this invitation and will not be discriminated
against on the grounds of race, color, or national origin in consider-
ation for an award.
This contract will be funded in part by a grant from the Federal Avi-
ation Administration. In accordance with Federal requirements, the
Owner has determined that this contract has subcontracting possi-
bilities for the use of Disadvantaged Business Enterprises.
DBE contractors are small business concerns owned and controlled
by socially and economically disadvantaged individuals (DBE) and
certified as meeting the requirements of 49 CFR 26. In the event
that the bidder for this solicitation qualifies as a DBE, credit for DBE
participation is awarded only for work actually performed by DBEs
themselves. Individuals who are rebuttably presumed to be socially
and economically disadvantaged include women, Black Americans,
Hispanic Americans, Native Americans, Asian-Pacific Americans
and Subcontinent Asian Americans. The apparent successful com-
petitor will be required to submit Exhibit V - Letter of Intent concern-
ing the DBEs that will participate in this contract. The information
will include the name and address of each DBE, a description of the
work to be performed by each named firm, and the dollar value of
the contract.
All prospective bidders are directed to the Instructions for Bidders
for discussion of Bid policies, procedures, and requirements. The
Owner reserves the right to reject any and all Bids, to waive any and
all informalities and to negotiate contract terms with the successful
Bidder, and the right to disregard all non-conforming, non-respon-
sive or conditional Bids.
