Airport road impacted by Canyon Creek
Council revises
wastewater plant
engineering
agreement

High spring runoff in
Canyon Creek has impacted
the steep slope below Fourth
Avenue Southwest, creating
a dangerous condition for
vehicles heading up to Grant
County Regional Airport.

Director Monte Legg had
orange traffi c cones placed
along the edge of the pave-
ment where the shoulder of
the road is within 6 feet of
a 30-foot drop straight down
to Canyon Creek.
The 60-foot long section
of roadway is about 200 feet
uphill from the Fourth Ave-
nue bridge at Canyon Creek.
The slope eroding away
below the roadway is almost
entirely composed of soil
and rocks less than a foot in
diameter.
John Day City Man-
ager Nick Green informed
the council about the situa-
tion at their May 21 meeting
and said the matter would be
on the May 28 agenda for
discussion.
His hope is to include this
important repair project with
others related to this spring’s
high runoff and fl ood con-
ditions in an application for

emergency funding.
Green said he didn’t want
a patchwork fi x. He also said

In other city coun-
cil news, a revised profes-
sional services agreement
with Anderson Perry and
four resolutions required for
federal funding were unani-
mously approved as part of
the wastewater treatment
plant project.
Under the amended
agreement, Anderson Perry
will be paid a lump sum of
$335,000 for design engi-
neering that will be funded
by a federal community
development block grant.
Additional work would
be paid on an hourly basis,
including preliminary engi-
neering for easement and
land acquisition, environ-
mental reports and permit-
ting, and assistance with pur-
ple pipe layout for reclaimed
water.
Anderson Perry will also
provide construction engi-
neering services for bid-
ding, construction support,
progress payments, change
orders, full-time construc-
tion observation and advice
on warranties, documen-
tation and initial facility
startup.
Other possible services
include geotechnical explo-
ration, conditional permit-
ting and obtaining project
funding.
The four resolutions
passed for federal com-
pliance purposes establish
city policies for fair hous-
ing, serving residents with
limited English profi ciency,
prohibiting use of excessive
force for nonviolent civil
rights demonstrations and
providing benefi ts to low or
very low income residents.

May 19: Contacted occu-
pants of a vehicle parked
on Highway 26 near Dog
Creek Road. After the driver
allegedly provided false
information, it was deter-
mined he was driving with
a suspended license and had
an outstanding warrant from
Umatilla County. A search
of the vehicle turned up a
crystal substance presumed
to be methamphetamine.
Kevin S. Chamberlain, 28,
Pendleton, was arrested and
charged with providing false
information to a police offi -
cer, failure to present an
operator’s license and pos-
session of methamphet-
amine. Lee Scott, 25, was
arrested and charged with
two counts of possession of
methamphetamine.

of John Day, Brian O. Lug-
lan was arrested and charged
with driving under the infl u-
ence of intoxicants alcohol
with a blood alcohol content
of 0.07%.

cause to charge a man with
fourth-degree assault and
menacing.

vehicle turned up an opened

arrested and charged with
driving under the infl uence
of intoxicants alcohol with
a blood alcohol content of

fi c stop on Highway 26 east
of Dayville, an open con-
tainer of alcohol and mari-
juana was found in the vehi-
cle. Jeffrey T. Martin, 39,
Prineville, was arrested and
charged with driving under

Thanks to the Grant County Court and Northeast Oregon Forests Resource
Advisory Committee, Grant Weed Control is able to offer a 50% Cost
Share Program for Noxious Weed Control on Private Grazing Lands,
through a Title II funded Grant Project. This program will provide a
maximum $5,000 of noxious weed control services with a $2,500 maximum
landowner contribution to qualifying participants. To be eligible for
participation, the treatment property must not be actively irrigated and must
be primarily managed for livestock grazing, minimum of 20 acres in size,
located within Grant County, and must contain weed species listed on the
Grant County Noxious Weed List. Applications for this limited weed control
assistance opportunity will be funded on a first come first serve basis.
