NOTICE OF PUBLIC MEETING
Notice is hereby given that City of John Day intends to solicit for
multiple construction projects in 2019.
Recreational Trails
This project consists of constructing the below four trail components:
Riverfront trail- Trail will be compacted gravel (8-10’ in
width) along the north side of the John Day River at the Oregon Pine
property. Scope will include removal of organics, vegetation and de-
bris, grading, installation of crushed base rock and compaction.
North trail- Trail will be compacted gravel (8’ in width)
along the north side of the percolation ponds at the Oregon Pine
property. Scope will include removal of organics, vegetation and de-
bris, grading and installation of crushed base rock and compaction.
Davis Creek trails- Trails will be compacted gravel (vary-
ing widths from 2-5’) along Davis Creek, south of Valley View Dr.
Scope will include tree services for hazard mitigation, viewing and
access, a timber pedestrian bridge, along with removal of organics,
vegetation and debris, grading, drainage and installation of crushed
base rock and compaction.
Kam Wah Chung trail- Trail will be compacted gravel (4-
6’ in width) along the east side of Canyon Creek from the Kam Wah
Chung heritage site to the Hill Family City Park. Scope will include
tree services for hazard mitigation, viewing and access, along with
removal of organics, vegetation and debris, grading and installation
of crushed base rock and compaction.
The City will create four separate requests for quotes (RFQ) for this
project. Contractors may bid on a single RFQ or bid on all. RFQ’s,
details, specifications and any additional supplemental information
will be posted to the city website by Friday, May 10.
A work session for interested contractors will take place on Thurs-
day, May 16 at 12:00 p.m. in the John Day Fire Hall, 316 S. Canyon
Boulevard, John Day, OR.
Persons or parties interested in bidding on the subject improvements
may appear in person at the meeting or may submit written ques-
tions to City Hall on or before the date of the meeting. Participation
is not a pre-requisite for submitting a bid. Any questions regarding
the meeting will be posted to the city website following the work ses-

City of John Day (“City”) desires to transfer the Property to Kenneth J.
Mills (“Mills”). The transfer will be accomplished through a property line
adjustment. Mills intends to use the Property in connection with Mills’
commercial business located on adjacent property. The council considers
it necessary and/or convenient to sell the Property because the Property
is no longer needed for public use. Additionally, in exchange for City’s
transfer of the Property, Mills will transfer certain real property to City.
In accordance with ORS 221.725, City residents will have the opportunity
to present written or oral testimony at the public hearing.
