REQUEST FOR RELEASE OF FUNDS On or about March 11, 2019 the City of Seneca will submit a request to the Oregon Business Development Department the release of federal Community Development Block Grant funds under Title I of the Housing and Community Development Act of 1974 (PL 93-383), as amended, to undertake a project known as Seneca Wastewa- ter Improvement Project for the purpose of bringing the City’s sewer utility into compliance with state and federal regulations. The pro- posed $3,500,000 wastewater system and treatment plant project was developed as Alternative B of the approved Addendum to the 2014 Wastewater Facility Plan (2016) produced by HECO Inc. (for- merly Holladay Engineering). The project includes: construction of the Priority 1 collection system improvements, construction of a new lagoon wastewater treatment facility west of the Silvies River, and construction of a Class D Recycler Water Reuse Effluent Disposal west of the Silvies River. FINDING OF NO SIGNIFICANT IMPACT The City of Seneca has determined that the project will have no sig- nificant impact on the human environment. Therefore, an Environ- mental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required.
