Lori Jennine Palm
Charles Michael Mulcare
April 13, 1965 — Feb. 1, 2019
Lori Jennine Palm, 53, of John Day died at her home
on Friday, Feb. 1, with her family at her side. There will be
a celebration of Lori’s life on Saturday, Feb. 9, at 2 p.m. at
the Seventh-day Adventist Church, 110 NW Valley View
Drive, John Day, Oregon.
Lori Jennine was born in Portland, Oregon, on April
13, 1965, to Joe and Patricia Cancilla.
She was very proud of her son, Keifer. While he was
in school, she enjoyed watching Keifer play sports, espe-
cially baseball and water polo. After high school he joined
the Air Force.
Lori was a gentle soul who enjoyed her family and
friends. She especially enjoyed her time spent with her
church family.
She was preceded in death by her mother, Patricia, and
stepfather Leonard.
Lori is survived by her soul mate, Mike Zuniga; son,
Keifer; father, Joe, and his wife, Kathy Cancilla, of Mt.
Vernon, Oregon; sisters Michelle and husband Robert
Giontermen of Reno, Nevada, Lisa and husband Bill Rai-
ley of Mt. Vernon, Oregon, and Lana Cancilla of Warren-
ton, Oregon; brother Joe and his wife Shanna Cancilla of
Gresham, Oregon; and other extended family.

July 6, 1940 — Jan. 16, 2019
Charles Michael “Mike” Mulcare,
78, died on Jan. 16 at his home Hines,
Oregon. He was born on July 6, 1940,
in Prairie City, Oregon, to Paul “Cliff”
and Mary Mulcare.
When Mike was born, his parents
were living at the Edward Hines Log-
ging Camp on Camp Creek. Soon after,
the family moved to Seneca, Oregon,
and later to Canyon City. Mike gradu-
ated from Grant Union High School in
1958 and then enlisted in the U.S. Navy and was shipped to
boot camp very quickly. Mike served for four years aboard
the USS Piedmont.
In July of 1962, Mike met the love of his life, Norma
(Grider), in Seneca; they were married on June 1, 1963.
Mike worked the majority of his life as a logger with the
Edward Hines Lumber Company. After Hines closed, Mike
found solace working for his friends, John and Doris Pat-
ton, and continued hauling logs until his retirement in 2002.
The last 10 years of Mike’s career was complicated by the
fact that he was diagnosed with Parkinson’s Disease in Jan-
uary of 1992.
After his retirement, Mike was completely dedicated
to spending time with his wife, his two sons and his many
grandchildren. In the summer you would fi nd him camping
all over with his friends and family.
Mike is survived by the love of his life for the past 56 years,
his wife, Norma (Grider); his two sons, Brian (Marianne)
and Kevin (Elsie); nine grandchildren; four great-grandchil-
dren; nieces and nephews; and children of the heart, includ-
ing his long-time friend, Wayne Duncan.

Wheels or the Harney County Hospice and can be mailed
to LaFollette’s Chapel, P.O. Box 488, Burns, OR 97720.
LaFollette’s Chapel is in charge of arrangements. A celebra-
tion of life will be held at a later date.

averaged slightly colder than
normal during the month of
January, according to pre-
liminary data received by the
National Weather Service in
Pendleton. The average tem-
perature was 32 degrees,
which was 1 degree below
normal. High temperatures
averaged 42.2 degrees, which
was 0.3 degrees below normal.
The highest was 53 degrees
on Jan. 28. Low temperatures
averaged 21.7 degrees, which
was 1.7 degrees below nor-
mal. The lowest was 2 degrees
on Jan. 1.
There were 29 days with
the low temperature below
32 degrees. There were three
days when the high tempera-
ture stayed below 32 degrees.
Precipitation totaled 0.93
inches during January, which

mal. Measurable precipita-
tion was received on six days
with the heaviest, 0.34 inches,
reported on Jan. 23. Since
October, the water year pre-
cipitation at John Day has
been 4 inches, which is 0.56
inches below normal.

with at least 1 inch of snow
reported on two days. The
heaviest snowfall was 2
inches, reported on Jan. 7. The
greatest depth of snow on the
ground was 3 inches on Jan. 1.
The outlook for Febru-
ary from NOAA’s Climate
Prediction Center calls for
below-normal temperatures
and near-normal precipita-
tion. Normal highs for John
Day during February are 47.4
degrees, and normal lows are
24.8 degrees.
The 30-year normal precip-
itation is 0.75 inches.
Sept. 15, 1944 — Feb. 1, 2019
Dale Welter, 74, of Canyon City, Oregon died on Fri-
day, Feb. 1, at his home with his wife, Alice, at his side.
Per his request, there will not be a service.
C. Dale Welter was born on Sept. 15, 1944, in Baker
City, Oregon. He was raised and educated in Baker City,
graduating from Baker High School in 1963. He married
Karen Knee, and together they raised one daughter, Deb-
bie; Karen died in 1970.
Dale worked construction most all of his life, and
he served from 1965 to 1972 in the National Guard. He
enjoyed time with his family and golfi ng.
In 1990, Dale met Alice West in Canyon City. They
enjoyed golfi ng and spending time together.
He was preceded in death by his wife, Karen; parents,
Cliff and Bea Welter; and brother Mike Welter.
Dale is survived by his longtime companion of 30
years, Alice West; daughter Debbie and her husband,
Randy VanReken; two grandchildren; and brother Roger
Welter.

Norma Jean Bygness
March 11, 1942 — Jan. 28, 2019
Norma Jean Bygness, 76, of John
Day was born on March 11, 1942, in Fort
Dodge, Iowa, and passed away Jan. 28
peacefully at her home surrounded by fam-
ily and friends. A memorial service will be
held at a later date.
She loved the “three B’s” as she would
call them: bingo, bunko and bowling.
Norma was very involved in her bowling
league for many years; she was inducted
into the Grant County Woman’s Bowling Association Hall of Fame
on April 21, 2004, and enjoyed attending bowling tournaments in
Reno, Nevada.
Norma also loved spending time at the beach and hanging out
with her friends. She enjoyed reading, watching movies and she
especially loved her animals. Everyone that came in contact with
her loved her and her infectious laugh. She will be missed and
remembered by everyone.
She is survived by her daughters, Erica (Eric) Palmrose of Rigby,
Idaho, and Jennifer Bygness (Ernie) of John Day, Oregon; two
grandchildren, Tyler and Chloe; and two sisters, Bonny Mewhorter
of Redmond, Oregon, and Louise Jobe of Fort Dodge, Iowa.
