Urban Renewal Agency 2019-2020 Financial Report
TAXES RECEIVED
No money was received in tax revenue for the Urban Renewal Agen-
cy during the 2018-2019 fiscal year. We anticipate receiving a total of
$30,495.57 in tax revenue for the 2019-2020 tax year.
INDEBTEDNESS INCURED
In November 2019, the City of John Day approved a loan of
$62,500.00 to the Urban Renewal Agency at a 3.5% annual com-
pound interest rate.
USE OF RESOURCES
No incentive payments were expended during the 2018-2019 fiscal
year. Five property owners were awarded incentive payments in
November 2019 for a total of $47,148.32 and $34.63 was spent on
supplies. Unused money is considered a reserve for future urban
renewal projects.

In Accordance with OAR 695-045-0185 and ORS 271.735. OWEB
Land Acquisition Grant Program, concerning approximately 1,642
acres in the vicinity of Prairie City,
Grant Application No. 220-9903-17344.
The Oregon Watershed Enhancement Board (OWEB) is a state
agency that provides grants to help Oregonians take care of local
streams, rivers, wetlands, and natural areas.
OWEB is considering a grant of funds to the Blue Mountain Land
Trust for the purpose of purchasing certain property rights on ap-
proximately 1,642 acres in the vicinity of Prairie City, in Grant Coun-
ty, under Grant Application No. 220-9903-17344. OWEB will hold
a conservation easement, or third party rights of enforcement in a
conservation easement, if the property rights are purchased with
OWEB funds.
OWEB will hold a public hearing for the purpose of providing interest-
ed parties with a meaningful opportunity to comment on the OWEB
grant application. Questions or comments about the grant applica-
tion, or public hearing, are to be directed to the OWEB representa-
tive identified below.
The hearing will be held January 13, 2020 at 2:00 pm, in the Prai-
rie City – City Hall Council Chambers, 133 South Bridge Street,
Prairie City, OR 97869.
Requests for special accommodations in order to participate in the
public hearing must be made at least seven (7) days prior to the
hearing.
Written comments concerning the grant application must be re-
ceived by OWEB on or before April 7, 2020.
