Notice is hereby given that the John Day Rural Fire Protection
District will hold a special session of the board of directors in order
to adopt Ordinance 18-01, An Ordinance of John Day Rural Fire
Protection District Ratifying Creation of the Grant County Emer-
gency Communications Agency in Accordance with ORS190.085;
Approving a Revised 9-1-1 Jurisdiction Plan; and Declaring an
Emergency.

eficiary and the trustee have elected to sell the said real property
to satisfy the obligations secured by said trust deed and a notice
of default has been recorded pursuant to Oregon Revised Statutes
86.735(3); the default for which the foreclosure is made is grantor’s
failure to pay when due the following sums: Monthly payments in the
sum of $857.29, from March 1, 2018, plus prior accrued late charges
in the amount of $236.40, plus the sum of $468.32 for advances, to-

notice hereby is given that the undersigned trustee will on February
25, 2019, at the hour of 12:00 PM PT, in accord with the standard
time established by ORS 187.110, at the main entrance to the Grant
County Courthouse, located at 201 South Humboldt Street, in the
City of Canyon City, OR, County of Grant, State of Oregon, sell at
public auction to the highest bidder for cash the interest in the said
described real property which the grantor has or had power to con-
vey at the time of the execution of said trust deed, together with

Water Right Transfer T-12132
T-12132 filed by the Confederated Tribes of the Warm Springs Res-
ervation, PO Box C, Warm Springs, OR 97761 proposes a change

Department consent to injury of the instream right because T-12132
would result in a net benefit to the resource, and no protests are filed.

City of John Day
A public hearing of the John Day City Council will be held on
December 4 at 7:00 p.m. 316 S Canyon Blvd, John Day, Oregon.
The purpose of this hearing is to discuss a supplemental budget
for the fiscal year beginning July 1, 2018. A summary of the
supplemental budget is presented below. A copy of the
supplemental budget document can be obtained after
November 26, 2018 at City Hall, 450 East Main Street, John Day,

Public Notice and Notice of Public Hearing
The City of John Day is eligible to apply for a 2018 Community
Development Block Grant from the Business Oregon. Community
Development Block Grant funds come from the U.S. Department
of Housing and Urban Development. The grants can be used for
public facilities and housing improvements, primarily for persons
with low and moderate incomes.
Approximately $12 million will be awarded to Oregon non-metropol-
itan cities and counties in 2018. The maximum grant that a city or
county can receive is $2,500,000.
The City of John Day is preparing an application for a 2018 Com-
munity Development Block Grant from the Business Oregon for the
proposed John Day Water Reclamation Facility, a new wastewater
treatment facility to be located on the northern portion of the former
Oregon Pine mill property in John Day (Map 13S31E22D Tax Lot
300). The purpose of this project is to replace the ageing wastewa-
ter treatment plant owned by the City of John Day, which currently
treats all wastewater for John Day, Canyon City and portions of
the surrounding urban growth boundaries. It is estimated that the
proposed project will benefit at least 2,440 persons, of whom 57.3
percent will be low or moderate income.
A public hearing will be held by the John Day City Council at 6:00
P.M. on Tuesday, December 4th at the Grant County Regional
Airport (72000 Airport Rd, John Day, OR 97845). The purpose of
this hearing is for the John Day City Council to obtain citizen views
and to respond to questions and comments about: community
development and housing needs, especially the needs of low- and
moderate-income persons, as well as other needs in the commu-
nity that might be assisted with a Community Development Block
Grant project; and the proposed project.
Written comments are also welcome and must be received by
Friday, November 30 at 4:00 P.M. Comments should be directed
to the City Manager at 450 E. Main, by phone at (541) 575-0028,
or by email to cityofjohnday@grantcounty-or.gov. Both oral and
written comments will be considered by the city council in deciding
whether to apply.
The location of the hearing is accessible to persons with disabili-

Day’s past use of Community Development Block Grant funds is

Permanent involuntary displacement of persons or businesses is
not anticipated as a result from the proposed project. If displace-
ment becomes necessary, alternatives will be examined to mini-

demolished or converted to another use will be replaced.
