South Silvies Complex Grazing Allotments Environmental Analysis
The Emigrant Creek Ranger District of the Malheur National Forest
is initiating a 30-Day scoping period on the South Silvies Complex
Grazing Allotments Environmental Analysis. The analysis area in-
cludes the Big Sagehen, Silvies, and Bridge Creek allotments. The
planning area is located in Grant and Harney Counties 18 miles
north of Burns, Oregon, encompassing about 54,506 acres within
the Silvies River Watershed. The legal description is: Township 17-
20 South, Range 30-32 East, multiple sections.
The Emigrant Creek Ranger District proposes to continue authoriz-
ing livestock grazing on three grazing allotments within the South
Silvies Complex planning area using adaptive management strate-
gies designed to meet Forest Plan standards and guidelines. Some
elements involved with the proposed action may include analysis of
grazing rotation strategies, riparian area protection, development of
upland water sources, construction of new fencing, and modification
of existing fence locations.

addresses.
We invite your comments as your input will help us decide how to
proceed with this project. Specific, solution-oriented comments that
focus on the proposed project or identify issues with the proposal
would be the most useful in our planning efforts. This specific input
will help us develop alternatives that address those issues.

Ragged Ruby Project
45-day Comment Period
You are invited to comment on the Ragged Ruby Project Draft En-
vironmental Impact Statement, proposed by the Malheur National
Forest – Blue Mountain Ranger District and Umatilla National
Forest – North Fork John Day Ranger District. The Ragged Ruby
planning area is located approximately 9 miles north of Prairie City
in Grant County, Oregon. The legal description is: Township 10
South, Range 33 East, sections 7-10, 13, and 15-36; T10S, R34E,
sec. 9-24 and 27-33; T11S, R33E, sec. 1-5, 9-15, and 23-26; and
T11S, R34E, sec. 5-9, 16-21, and 28-30, W.M.

The Blue Mountain Ranger District will hold an open house on
Wednesday, December 5, 2018. The meeting is scheduled from
5:30 to 7:30 pm at the Malheur National Forest Supervisor’s Office,
431 Patterson Bridge Road, John Day, OR 97845 in Juniper Hall.
Participants will have the opportunity to contribute information,
ideas, or concerns, and discuss the project with members of the
project’s interdisciplinary team. From 5:30 to 6:30 pm the format will
be an open house style with members of the interdisciplinary team
available to answer questions about the project. At 6:30 pm there
will be a group round robin session with participants afforded the
opportunity to share what they most value about the planning area
and what they would like to see happen as part of the project. We
hope you can attend the meeting; however, if you cannot attend,
and wish to make comments, you may still do so.
Instructions for comments: It is important that reviewers provide
their comments at such times and in such a manner they are useful
to the agency’s preparation of the environmental impact state-
ment. Therefore, comments should be provided prior to the close
of the comment period and should clearly articulate the reviewer’s
concerns and comments. The submission of timely and specific
comments can affect a reviewer’s ability to participate in the sub-
sequent objection process or judicial review. Comments received
in response to this solicitation, including names and addresses of
those who comment, will be part of the public record for this pro-
posed action. Comments submitted anonymously will be accepted
and considered; however, anonymous comments will not provide
the respondent with standing to participate in subsequent objection
process or judicial review.

Ranger District on or before December 17, 2018. The publication
date of the notice of availability in the Federal Register is the
exclusive means for calculating the comment period for a proposed
action in a draft environmental impact statement. Those wishing
to comment should not rely upon dates or timeframe information
provided by any other source. It is the responsibility of all individu-
als and organizations to ensure their comments are received in a
timely manner, before the end of the comment period.
Only individuals who submitted written comments specific to the
project during the previous scoping period, scoping period exten-
sion, or during this 45-day comment period for the Ragged Ruby
Draft Environmental Impact Statement will have standing to file an
objection (36 Code of Federal Regulations 218.7).
The final EIS and decision document for this project will be mailed
to those who request them. I appreciate the interest you have

the management of forest resources in the Ragged Ruby planning
