The Harney Soil & Water Conservation District (SWCD) will hold a
mandatory bid tour of the Rock Creek Juniper Removal Project in
the Oard Flat area northwest of Buchanan on November 15, 2018.
The scope of work associated with this project is cutting only by
chainsaw of 1,372 acres of western juniper. There will be a sign
in sheet at the tour along with bid packets. Bid packets contain
mandatory liability, workman’s compensation, and auto insurance
requirements, along with the SWCD professional service contract
and scoring criteria.
Authorized agents may attend on behalf of the contractor. The tour
will depart the SWCD office, 530 Hwy 20 South, in Hines at 8:00
a.m.
Prospective bidders will need a 4-wheel drive vehicle to access the
project site.
Proposed Award date will be contingent on the Oregon Attorney
General’s signature on the SWCD Grant Agreement.

Public Notice and Notice of Public Hearing
Grant County Oregon is eligible to apply for a 2018 Community De-
velopment Block Grant from the
Business Oregon. Community Development Block Grant funds come
from the U.S. Department of Housing and Urban Development. The
grants can be used for public facilities and housing improvements,
primarily for persons with low and moderate incomes.
Approximately $12 million will be awarded to Oregon non-metropoli-
tan cities and counties in
2018. The maximum grant that a city or county can receive is
$2,500,000.
Grant County Oregon is preparing an application for a 2018 Com-
munity Development Block Grant from Business Oregon for Heart
of Grant County’s Meredith House at 115 NW Bridge Street, John
Day Oregon for the final design and construction of a domestic vi-
olence service center. It is estimated that the proposed project will
benefit at least 75 new persons and 100 continuing, persons request-
ing services annually, of whom 95% will be low or moderate income.
A public hearing will be held by the Grant County Court at 9:15 am on
Wednesday, November 7 at the Grant County Court meeting room.
The purpose of this hearing is for the Grant County Court
Commissioners to obtain citizen views and to respond to questions
and comments about: community development and housing needs,
especially the needs of low- and moderate-income persons, as well
as other needs in the community that might be assisted with a Com-
munity
Development Block Grant project; and the proposed project.
Written comments are also welcome and must be received by No-
vember 6, 2019 by 4:00 pm at the
Grant County Courthouse, 201 S Humbolt, Canyon City, OR 97820.
Both oral and written comments will be considered by the Grant
County Court Commissioners in deciding whether to apply.
The location of the hearing is accessible to persons with disabilities.

Permanent involuntary displacement of persons or businesses is not
anticipated as a result from the proposed project. If displacement

converted to another use will be replaced.

INVITATION TO BID
Notice is hereby given that Prairie City School will receive sealed
Bids for the CTE Ag Facility Improvement Project in accordance
with the Invitation to Bid, Bid Form, General Conditions, Specifi-
cations and Drawings.
Sealed Bids will be received by mail addressed to STRUX
Engineering LLC, PO Box 324, Prairie City, OR 97869, emailed
to levi@struxengineering.com, or in person to the Owner’s Rep-
resentative until 5:00 PM local time on Friday, November 30th,
2018. Bids shall be clearly marked “CTE Ag Facility Improvement
Project.”
The work shall consist of the construction of a 72 foot by 56
foot wood framed Ag Facility including all associated electrical,
plumbing, site preparation and cleanup as referred to in the
construction plans and specifications.
Site Visits may be conducted by appointment only by contacting
the Owner’s Representative. Additional access to the site will be
prohibited.
The Project Manual may be obtained by contacting the Own-
er’s Representative, Levi Voigt of STRUX Engineering at
541.620.8071 or email at levi@struxengineering.com.
Progress for this work shall begin no later than March 1st, 2019
and be completed within 60 days of the start date. Substantial
Completion of the project shall occur no later than April 1st,
2019.
Bidders shall be licensed with the State of Oregon Construction
Contractors Board (CCB) prior to Bidding on this Contract and
each Bid must contain the Bidder’s CCB Registration Number.
Failure to comply with this requirement shall result in bid rejec-
tion.
The SCHOOL may reject any Bid not in compliance with all
prescribed public bidding procedures and requirements, and re-
serves the right to reject for good cause any or all bids in whole
or in part upon the finding of The SCHOOL that it is in the best
interest to do so, to waive irregularities not affecting substantial
rights, and to postpone the award of the work as necessary for a
period of time not to extend beyond thirty (30) days from the Bid
Opening date. Bid prices quoted shall remain firm for a period of
thirty (30) days from the date of Bid Opening.

Notice is hereby given that the John Day City Council is considering
the following land use decisions under ORS 222.170 - Annexation by
consent before public hearing or order for election:

The City of John Day recently purchased undeveloped properties
located south of
Valley View Drive and adjacent to Davis Creek in John Day (Map
13S-31E-22D tax lots 3100 and 102, and Map 13S-31E-23CB lot
1404). These properties are adjacent to the cemetery owned and
operated by the Mid County Cemetery District (Map 13S-31E-22D
tax lot 3000). City is proposing to annex lots 3000 and 1404, which
are unincorporated
islands within the city limits. City also proposes an amendment to the
land use district map for all four properties to change the land use
designations from Suburban Residential (SR) and General Industrial
(GI) to Park Reserve (PR). The proposed changes to the land use
designation would take effect upon annexation into the city limits.

The City of John Day owns the property commonly referred to as
Oregon Pine (Map 13S-31E-22D tax lot 300). This property is con-
tiguous with the city limits on both the north and south sides of the
John Day River. Portions of two adjacent properties (tax lots 301
and 2700) are located partly in the city limits and partly in the City’s
urban growth boundary (UGB). City is proposing to annex lot 300
and those portions of lots 301 and 2700 which are unincorporated.
City also proposes an amendment to the land use district map for
the properties on the south side of the John Day River to change the
land use designation from General Industrial (GI) to General Com-
mercia (GC). The proposed changes to the land use designation
would take effect upon annexation into the city limits.
A public hearing will take place before the John Day City Council
on Tuesday, November 13, 2018 at 7:00 p.m. in the John Day Fire
Hall, 316 S. Canyon Boulevard, John Day, OR. Copy of the subject
application(s), all documents, and evidence relied upon by the ap-
plicant(s) and applicable criteria are available for inspection at the
John Day City Hall at no cost; copies will be provided upon request
at a reasonable cost. Copies of the City Planning Staff Report on the
subject application will be available for inspection not less than sev-
en (7) days prior to said hearing at no cost; copies will be provided
upon request at a reasonable cost.
Persons or parties interested in or concerned about the subject
application may appear in person at said hearing, or may submit
written testimony to City Hall on or before the date of the hearing.
Failure to raise an issue in person, or by letter at the hearing, or
failure to provide statements or evidence sufficient to afford the de-
cision-maker an opportunity to respond to the issue, means that an
appeal based on that issue cannot be filed with the City Council and/
or State Land Use Board of Appeals based on that issue.
