A6 News Blue Mountain Eagle Wednesday, October 17, 2018 Light at end of tunnel for sidewalk project ODOT will seek grant for South Canyon Boulevard project By Richard Hanners Blue Mountain Eagle School students may soon have a safe route from Grant Union Junior-Senior High School to downtown John Day, if efforts by the Oregon Department of Transportation are successful. When the city initially con- sidered building a sidewalk along South Canyon Boulevard from Fourth Avenue to the high school, the cost was estimated at $840,000. Costs, however, ballooned after ODOT settled a $23 million lawsuit related to the Americans with Disabilities Act. The John Day City Council discussed ways to walk away from the project Feb. 13 after it learned that estimated construc- tion costs had more than doubled for only half the project. They directed ODOT to continue plan- ning for the project in the mean- time. City Manager Nick Green was not optimistic at the time, saying there was “a pretty good chance these sidewalks are not going to be built.” Eight months later, the proj- ect has been resurrected. Both the city and the state had invest- ed significant resources into the project, and much of the engi- neering had already been com- pleted, Green told the council Oct. 9. ODOT has chosen to apply for funding through the Safe Routes to School program to pay for the project, Green said. ODOT coor- dinated the application with the city and Grant School District 3 Superintendent Bret Uptmor. “They believe our application will be competitive, and it is the top priority for Region 5,” Green said. If awarded, funding would be sufficient to complete the project in a single phase as opposed to the two-phase project considered by the city, Green said. ODOT will handle the grant application. “Thank you, state of Oregon,” Mayor Ron Lundbom said. Green noted that ODOT want- ed a commitment from the city to maintain the sidewalk. Council- or Dave Holland said he didn’t expect the new sidewalk would need much maintenance. Some of the sidewalk would be out- side the city limits, but the city is planning to annex the area south to the high school, Green said. The charge was adjudicated in Justice Court on July 25, where Cook pleaded no contest and was fined $440. Eric G. Borley, 54, Red- mond, pleaded guilty Sept. 13 to failing to report as a sex of- fender committed on April 19. He was sentenced to 24 months probation, 80 hours of commu- nity service and $600 in fines and fees.
