Notice is hereby given that the John Day Planning Commission is
considering the following land use applications:
Land Use District Map and Text Amendments (Type III) – AMD-
18-01
The City of John Day and Oregon State Parks and Recreation
(OPRD) (the “Applicants”) own properties commonly referred to as
Gleason Park & Pool and the Kam Wah Chung State Heritage State,
located at Map 13S-31E-23CC Tax Lots 3000, 3002, 4000, 4200,
4400. The Applicants are requesting an amendment to the land use
district map to change the land use designations for these properties
from General Commercial (GC) and Residential Limited (RL) to Park
Reserve (PR).

The City of John Day owns the property located at the northeast
terminus of Canton Street, Map 13S-31E-23CB Tax Lot 1400. City is
requesting an amendment to the land use district map to change the
land use designation for this property from Residential Limited (RL)
to Park Reserve (PR). Per the conditions of the City’s purchase and
sale agreement with C&C Hill LLC executed on July 26, 2018, City
agreed to a 30-year period during which Parcel 1 of this property
would be used as a public park. This amendment will re-district Par-
cel 1 as PR to reflect the anticipated change in land use.

The City of John Day recently purchased undeveloped properties
located south of?Valley View Drive and adjacent to Davis Creek
in John Day (Map 13S-31E-22D tax lots 3100 and 102, and Map
13S-31E-23CB lot 1404). These properties are adjacent to the cem-
etery owned and operated by the Mid County Cemetery District (Map
13S-31E-22D tax lot 3000). City is proposing to annex lots 3000 and
1404, which are unincorporated islands within the city limits. City
also proposes an amendment to the land use district map for all
four properties to change the land use designations from Suburban
Residential (SR) and General Industrial (GI) to Park Reserve (PR).
The proposed changes to the land use designation would take effect
upon annexation into the city limits.

The City of John Day own the property commonly referred to as Or-
egon Pine (Map 13S- 31E-22D tax lot 300). This property is con-
tiguous with the city limits on both the north and south sides of the
John Day River. Portions of two adjacent properties (tax lots 301
and 2700) are located partly in the city limits and partly in the City’s
urban growth boundary (UGB). City is proposing to annex lot 300
and those portions of lots 301 and 2700 which are unincorporated.
City also proposes an amendment to the land use district map for
the properties on the south side of the John Day River to change the
land use designation from General Industrial (GI) to General Com-
mercia (GC). The proposed changes to the land use designation
would take effect upon annexation into the city limits.
A public hearing will take place on Tuesday, October 23 at 6:00 p.m.
in the John Day Fire Hall, 316 S. Canyon Boulevard, John Day, OR.
Copy of the subject application(s), all documents, and evidence re-
lied upon by the applicant(s) and applicable criteria are available for
inspection at the John Day City Hall at no cost; copies will be provid-
ed upon request at a reasonable cost. Copies of the City Planning
Staff Report on the subject application will be available for inspec-
tion not less than seven (7) days prior to said hearing at no cost;
copies will be provided upon request at a reasonable cost.
Persons or parties interested in or concerned about the subject
application may appear in person at said hearing, or may submit
written testimony to City Hall on or before the date of the hear-
ing. Failure to raise an issue in person, or by letter at the hearing,
or failure to provide statements or evidence sufficient to afford the
decision-maker an opportunity to respond to the issue, means that
an appeal based on that issue cannot be filed with the City Council

Notice is hereby given that the Grant County Court will conduct a
Public Hearing on October 24, 2018, beginning at 10:15 a.m. at the
Grant County Court, Court Room, 201 S. Humbolt Street, Suite 280,
Canyon City, Oregon on the following Road Naming matter:
1. A Public Hearing will be held to address changing the name of two
private roads within Keeney Estates Subdivision in response to a pe-
tition submitted by D. Rahn Hostetter. Road naming is necessary in
order to promote the health, safety and welfare of the public. Petition
number ADD-18-25, was submitted to request the name Running
Buck Road be assigned to replace Martin Lane. It intersects with
Keeney Fork Road at Township 10 South, Range 31 East, Section
21, W.M. and proceeds generally to the north.
The petition requests the name Doe Trail Lane be assigned to re-
place Fayes Drive. It intersects with Martin Lane at Township 10

The City of John Day, City of Canyon City and Grant County, in ac-
cordance with National Flood Insurance Program regulation 65.7(b)
(1), hereby gives notice of the Cities’ and County’s intent to revise the
flood hazard information, generally located between within and ad-
jacent to the Cities’ urban growth boundaries. Specifically, the flood
hazard information shall be revised along the John Day River from a
point approximately one-half mile north of the intersection of High-
way 26 and La Costa Rd (County Rd 85) to a point approximately
800 feet northeast of the intersection of Highway 26 and Dog Creek
Rd. Flood hazard information shall also be revised along Canyon
Creek from its mouth at the John Day River to a point approximately
one-third mile south of the intersection of Highway 395 and County
Rd 51.
As a result of the revision, the floodway shall widen and narrow (at
various locations), the 1% annual chance water-surface elevations
shall increase, and the 1% annual chance floodplain shall widen and
narrow (at various locations) within the area of revision.
This is to notify you that THE REGULATORY FLOOD MAPS IN
THE AREA OF YOUR PROPERTY ARE BEING CHANGED BASED
ON NEW DATA AVAILABLE TO THE FEDERAL EMERGENCY
MANAGEMENT AGENCY (FEMA) These changes may affect the
permissible uses of your property and other properties.
This notice is provided in order to comply with Ballot Measure
56 (M56), which was approved by Oregon voters on November
3, 1998. M56 requires the jurisdiction to provide notice to property
owners when a proposed land use regulation would change the zon-
ing of their property or change existing land use regulations in a way
that might limit or prohibit land uses previously allowed. Changes
to the regulatory flood maps from the Federal Emergency Manage-
ment Agency (FEMA) are subject to measure 56 notice. It has been
determined that adoption of the proposed flood maps may affect the
permissible uses of your property, and other properties in the affect-
ed area, and may change the value of your property.
A community meeting discussing these changes will be held at Grant

REQUEST FOR QUOTES
Sealed Quotes will be received by the Grant County Road Depart-
ment until 2pm, local time on Tuesday, October 23rd, 2018. Quotes
will be opened and read aloud at the above time and date at the
Grant County Road Department Conference Room, 27941 Lower
Yard Road, John Day, Oregon. Quotes will later be reviewed by the
Road Department Office Manager and Road Master for compliance
and recommendation made to the Grant County Contract Review
Board for approval.
Snow removal on Baker County Road 520, approximately 6.5 miles,
which has a newer asphalt surface treatment, completed to shoulder.
Snow removal on Grant County Road 24, approximately 16 miles,
which road has a surface treatment with asphalt, 24 feet wide from
shoulder to shoulder.
County Road 24 (F.S. Road 13) is 1.9 miles in length and 14 feet wide
with turnouts.
Baker County Road 520 starts at city limits of Sumpter, Oregon and
is approximately 6.5 miles to the summit of county line between Bak-
er and Grant.
Grant County Road 24 starts at county line between Baker County
and Grant County, which is approximately 6.5 miles from Sumpter,
Oregon, thence 10.6 miles to Granite, Oregon. County Road 24 turns
west for approximately 3.4 miles to junction with Forest Road 10.
County Road 24 goes southerly for approximately 1.9 miles to end
of project.
Contract will be awarded to the lowest responsive and responsible
quote meeting all the requirements of the quote submission, qualifi-
cations, references and specifications. Grant County Road Depart-
ment may cancel this procurement or reject any or all bids in ac-
cordance with ORS 279B.100. Eligible quotes must provide contract
information and be on the Quote list. All proposals shall be made
on proposal forms, accompanied by completed Bidder’s Certification
Statements, Drug Testing Program Certification Form, Insurance
Requirement Form, Bid Bond (10%) and First –Tier Subcontractors
Disclosure Form (within two hours of quote closing). Once awarded
a one hundred percent (100%) performance bond and one hundred
percent (100%) payment bond will be required to guarantee the per-
formance of the contract.
