INVITATION TO BID
The Mount Vernon Grange is soliciting bids for the remodel, addition
and update of an ADA compliant bathroom, parking area, ramp and
storage addition at the Mount Vernon Grange Hall located at 59491
HWY 26, Mt. Vernon, OR 97865.
Individually sealed bids will be received from qualified contractors
by the Mount Vernon Grange at 639 SE Hillcrest Rd., John Day, OR
97845. Bids will be opened at 6:00 p.m. on August 31st, 2018. Any
non-sealed bid or bid that is received after the specified date will be
deemed incomplete and will be rejected.
Construction documents may be required by contacting Ron Phillips
at (541) 575-1927 or (909) 553-7474. There is no scheduled bid tour
for this project, but site visits may be made by appointment which
can be made by contacting Ron Phillips.
Progress for this work shall begin no later than December 31st, 2018
and be completed within 60 days of the start date. Substantial Com-
pletion of the project shall occur no later than March 1st, 2019.
Bidders shall be licensed with the State of Oregon Construction
Contractors Board (CCB) prior to Bidding on this Contract and each
Bid must contain the Bidder’s CCB Registration Number. Failure to
comply with this requirement shall result in bid rejection.
The GRANGE may reject any Bid not in compliance with all pre-
scribed public bidding procedures and requirements, ands reserves
the right to reject for good cause any or all bids in whole or in part
upon the finding of the GRANGE that it is in the best interest to do
so, to waive irregularities not affecting substantial rights, and to post-
pone the award of the work as necessary for a period of time not to
extend beyond sixty (60) days from the Bid Opening date. Bid prices
quoted shall remain firm for a period of sixty (60) days from the date
of Bid Opening.

2018 ELECTION FOR MAYOR AND COUNCIL POSITIONS
Notice is hereby given that under the provisions of Ordinance 2014-
01, adopted May 14, 2014, the filing deadline is August 24, 2018 for
persons wishing to run for the three Council member positions and
one Mayor positions, to be elected during the November 6, 2018
election. Applications can be picked up at City Hall and are due by
5:00 p.m., Friday, August 24, 2018.
Nominating petitions may be picked up at City Hall during working
hours, 9:00 a.m. - 5:00 p.m., Monday – Friday.
Nominating petitions shall contain at least twenty-five signatures of
qualified electors residing in the city for one year and are registered
to vote.
If a nominating petition is not used and an individual wishes to de-
clare his or her candidacy for city office, a fee of $25.00 must be paid

NOTICE OF PUBLIC HEARING
Notice is hereby given that the Grant County Planning Commission
will conduct a Public Hearing on August 23, 2018, beginning at 5:30
p.m. at the John Day Fire Hall Meeting Room, 316 S Canyon Blvd,
John Day, Oregon on the following Land Use matters:
1.Continued hearing on proposed time, place and manner regula-
tions related to marijuana businesses in Grant County.
2.This hearing will start after the above matter, but no earlier
than 7:00 p.m.
Public Hearing to address application AR2-18-04, submitted by the
City of John Day to establish a commercial greenhouse for produc-
tion and research. The property is identified as tax lot 300, located
at Township 13 South, Range 31 East, Section 22D, W.M. consisting
of 50 acres located in the General Industrial Zone within the John
Day Urban Growth Boundary.
Persons or parties interested or concerned with either of these sub-
ject matters may appear in person before the Grant County Plan-
ning Commission on August 23, 2018, beginning at 5:30 p.m. for the
Marijuana Regulations and no earlier than 7:00 p.m. for the green-
house application. The hearings will be held at the John Day Fire
Hall meeting room, 316 S Canyon Blvd, John Day, Oregon. Written
comments must be received in the Planning Department Office, 201
South Humbolt Street, Suite 170, Canyon City, Oregon by 12:00 p.m.

Failure of an issue to be raised at the hearing or by letter, or failure to
provide sufficient specificity to afford the decision maker an oppor-
tunity to respond to the issue precludes a local or Land Use Board
of Appeals (LUBA) appeal based on that issue. Copies of the appli-

Department not less than seven (7) days prior to said hearing.
