County fair performers approved Charges brought

County Court with the names
of several entertainers for this
year’s Grant County Fair at a
Dec. 27 meeting.
The court approved hir-
ing Cascade Amusements of
Portland, a new company for
the fair’s carnival, Gabriel
Holmes of Portland as a hyp-
notist, Coventry and Kaluza
for a comedy clown act and
the Nate Botsford Band and
Britnee Kellogg Band for mu-
sic. The contracts will come
to the court later. The name of
the headliner act was not yet
known.
In other court news, the
court approved signing an
agreement with Community
Connections of Northeast Or-
egon, a four-county organiza-
tion that County Judge Scott
Nick Green told the Eagle in
July 2017 that the city noti-
fied Grant County District At-
torney Jim Carpenter of their
concerns about the payments
as soon as they were discov-
ered.
According to a Jan. 2 press
release from the district attor-
ney’s office, Weaver alleged-
ly took about $1,700 in cash
receipts.
“Following an indepen-
dent audit, the money alleged
to have been stolen by Weav-
er is accounted for,” the press
release states. “While the city
of John Day bears the loss,
the individual accounts of
John Day citizens, business
and/or residential, were not
affected.”
The Oregon State Police
headed up the investigation,
according to John Day Police
Chief Richard Gray.
Weaver is scheduled for a
Jan. 18 arraignment.

Myers said oversees about
$400,000 in funding for low
income families who want to
make home improvements.
The funding is distributed be-
tween the counties as people
apply for it, he said.
A $15,105 bid from North
River Electric to upgrade
light fixtures at the county jail
to LED-type lights was ap-
proved by the court. The cost
to the county after rebates
would be about $4,532, My-
ers said, which could be paid
off by lower electrical bills in
about 18 months.
Following a recommenda-
tion by the Local Government
Personnel Institute after it
reviewed the job description
for the Grant County Re-
gional Airport manager, the
court approved raising Haley
Walker’s salary from $3,880
non-exempt per month to
$4,485 exempt per month ret-
roactive to Dec. 26.
The court also approved a
memorandum of understand-
ing with Oregon Department
of Land Conservation and De-
velopment for a $4,000 grant
to provide the county planning
department with technical as-
sistance in reviewing the farm
use and forest use chapters of
the county’s zoning ordinanc-
es so they meet state law. Ac-
cording to the MOU, the state
agency will not participate in
court or planning commission
meetings during the zoning
review process, Myers said.
The court’s next scheduled
meeting is Jan. 10.
A grand jury indicted a
former John Day cashier Dec.
28 with one felony count of
theft and one misdemeanor
count of official misconduct.
According to the indict-
ment, Janine A. Weaver, 35,
Mt. Vernon, stole at least
$1,000 from the city of John
Day on or about Feb. 28,
2017. Weaver was hired by
the city of John Day as a sec-
retary/cashier Oct. 24, 2016,
and was terminated July 10,
2017, following an investiga-
tion by the city into discrep-
ancies found with water and
sewer payments.
