was cited Oct. 30 for violation of

Oregon State Police
Oct. 29: Responded to a single
motor vehicle rollover on High-
way 26 near Austin Junction. The
Ford Escape sheared off a large
coniferous tree, which an Oregon
Department of Transportation
crew sawed and removed. John
Day ambulance transported the
driver.
Oct. 31: Responded to a GMC
pickup that left Highway 26 west
of the Wheeler County line the
previous evening and ended up
near the creek bottom. The driver
spent the night in the vehicle.
Nov. 2: Advised of a cow on
Highway 26 west of Mt. Vernon.
Nov. 3: Report of a cow on
Highway 395 near Ritter.
Nov. 5: Report of a cow on
Highway 26 east of Dayville.

woman in Seneca who fell and
was unconscious.

Fork for a 60-year-old man who
lost consciousness.

Details kept confidential
in executive session

The Prairie City council has not yet decided
whether to hire a new city recorder to replace Taci
Philbrook, who was terminated by the city council
during a Sept. 29 special meeting.
The details of Philbrook’s termination were
kept confidential as a personnel
matter during an executive session
closed to the public. According
to unapproved minutes from the
meeting, the council unanimous-
ly approved Philbrook’s termina-
tion and an undisclosed severance
agreement.
Taci
Mayor Jim Hamsher told the
Philbrook Eagle that Philbrook was not termi-
nated for “embezzlement or crim-
inal activity” but for not performing her duties.
He said funds for the severance agreement would
come from Philbrook’s budgeted salary.
In handling the matter, Hamsher said the city
was following the advice of CityCounty Insurance
Services, the city’s insurer, which paid for legal
counsel in the matter but not the severance agree-
ment.
City Clerk Bobbie Brown said she also serves
as the city’s deputy recorder, and she is handling
the work that would have been done by Philbrook.
