AGENCY PLAN
PUBLIC NOTICE
October 25th, 2017
Northeast Oregon Housing Authority has updated the Agency Plan
in compliance with the Quality Housing and Work Responsibility Act
of 1998. It will be available October 25th, 2017 for review at the
Housing Authority’s office, at 2608 May Lane, La Grande, Oregon.
The Housing Authority’s hours of operation are 8:30 A.M. to 5:00
P.M. Monday through Thursday. In addition, a Public Hearing will be
held on Tuesday, December 12th at 9:00am.
Copies of the Agency Plan will also be available at the following
offices: Union County Court, Baker County Court, Grant County
Court, Wallowa County Court, and City Halls in Dayville, Mt. Vernon,
Huntington, Union, Elgin, and Haines. Copies of Northeast Oregon
Housing Authority revised policies are available at the Housing Au-
thority Office. Written comments will be accepted at Northeast Or-
egon Housing Authority office and discussed at the Public Hearing
on the above date.

All proposals shall be sealed and delivered at the above address no
later than 12.00 pm on November 30, 2017. The envelope shall be
clearly marked “PROPOSAL – CITY ENGINEERING SERVICES.”
The cost of submittals and any related expenses including travel and
presentations shall be entirely the responsibility of the respondent.
The City of Monument has the right to reject any or all responses if
the City finds good cause, and to cancel the solicitation, if in doing
so it is determined at the sole discretion of the City to be in the public
interest.

NOTICE OF COMMITTEE MEETING
The Special Transportation Advisory Committee for Grant County
Transportation District will hold a public meeting on Thursday, No-
vember 9, 2017 at 1:00 pm. The meeting will be held at the Bus Sta-
tion, located at 229 NE Dayton St, John Day. The purpose of this
meeting is to discuss special transportation fund allocation.
This is a public meeting. Any person may appear at the meeting to
discuss STF allocation.

The City of Monument, Oregon is requesting Statement of Quali-
fications (SOQ) from qualified engineering firm(s) to provide city
engineering services for the City of Monument. The City is seek-
ing an engineering firm, which can perform all the duties of the
City Engineer as described throughout this request. The selected
consultant(s) will assist the City of Monument with services typical-
ly performed by a City Engineer including infrastructure planning,
design and analysis for sanitary sewer, municipal water projects,
transportation improvement projects, other projects as determined
by the City of Monument, participation in public meetings, regulatory
compliance, funding assistance and meetings with agencies.

hearing before the Local Contract Review Board at their next Regu-
larly scheduled Board meeting. The intent of this hearing is to review
the findings and receive public comment.

ORS 279C.335(1) requires, with certain exceptions, that all Public
Improvement contracts be based on competitive bids and, under
ORS 279C.375, awarded to the lowest responsive and responsible
bidder. ORS 279C.335(2) permits the Local Contract Review Board,
as the Grant School District contract review authority, to grant, un-
der certain conditions, specific exemptions from the requirement for
competitive bidding upon the approval of specified findings.
OAR 137-049-0620, division 249 allows the Local Contract Review
Board to exempt a Public Improvement contract from the require-
ments to be competitively bid, provided written findings supporting
the use of non-competitive bid process show compliance with OAR
137-049-0600 to 137-049-0690 and applicable statutes. The written
findings report is available for review at the School District prior to
the public hearing; please contact Curt Shelley (541)575-1280 for a
copy of the findings.
The hearing for review of these findings will be held at 7:00 PM on
November 15, 2017 at the Grant School District Office, 401 N. Can-
yon City Blvd. Canyon City, OR 97820, as published in the public
notice section in the Blue Mountain Eagle on November 01, 2017 and
the Daily Journal of Commerce on November 01, 2017.
